3737 NGENERAL.—Part A of title IV of the Congres-3
3838 sional Budget and Impoundment Control Act of 1974 is 4
3939 amended by adding at the end the following: 5

4343 EC. 407. (a) MANDATORYANALYSIS OFMAJOR 7

4545 EGISLATIONENACTEDINTOLAW.—Not later than an-8
4646 nually for the first 10 years after the date of the enact-9
4747 ment of any major legislation, the Director of the Congres-10
4848 sional Budget Office shall prepare and make publicly 11
4949 available an analysis of the results of carrying out the pro-12
5050 visions of such major legislation, which shall include— 13
5151 ‘‘(1) an estimate of the costs and the amount 14
5252 of any change in Federal revenues as a result of 15
5353 such legislation; 16
5454 ‘‘(2) a comparison of such costs or changes in 17
5555 Federal revenue against previous estimates prepared 18
5656 with respect to such legislation; and 19
5757 ‘‘(3) an update to any estimates for the costs 20
5858 or changes in Federal revenue for such major legis-21
5959 lation, as applicable. 22

6161 EPORT TOCONGRESS.—With respect to an 23
6262 analysis prepared under subsection (a) for any major leg-24
6363 islation, the Director shall submit to Congress a report 25
6464 that explains the cause of a discrepancy if there is, with 26

7070 ‘‘(1) between the actual costs provided in such 3
7171 analysis and such costs as provided in previous esti-4
7272 mates for such legislation that is greater than or 5
7373 equal to a 10 percent difference; or 6
7474 ‘‘(2) between the actual changes in Federal rev-7
7575 enue provided in such analysis and such changes as 8
7676 provided in previous estimates for such legislation 9
7777 that is greater than or equal to a 10 percent dif-10
7878 ference. 11

8080 GENCYASSISTANCE.—Each department, agen-12
8181 cy, establishment, or regulatory agency or commission, 13
8282 shall provide to the Director such information and assist-14
8383 ance as the Director may reasonably request to assist the 15
8484 Director in carrying out this section. 16

8686 AJORLEGISLATIONDEFINED.—In this sec-17
8787 tion, the term ‘major legislation’ means any bill or joint 18
8888 resolution that would be projected to result in outlays of 19
8989 mandatory spending or receipts of Federal revenue equal 20
9090 to or greater than 0.25 percent of the current projected 21
9191 gross domestic product of the United States for that 22
9292 year.’’. 23
