2727 This Act may be cited as the ‘‘Department of Home-4

3434 NGENERAL.—Title III of the Homeland Secu-2
3535 rity Act of 2002 (6 U.S.C. 181 et seq.) is amended by 3
3636 adding at the end the following new section: 4
3737 ‘‘SEC. 324. CLIMATE CHANGE RESEARCH AND DEVELOP-5
3838 MENT. 6
3939 ‘‘(a) I
4040 NGENERAL.—The Under Secretary for Science 7
4141 and Technology— 8
4242 ‘‘(1) shall evaluate existing Federal research re-9
4343 garding approaches to mitigate identified or poten-10
4444 tial negative effects of climate change on homeland 11
4545 security that includes consideration of— 12
4646 ‘‘(A) the degree to which such identified or 13
4747 potential negative effects affect preparedness 14
4848 and emergency planning and policies, including 15
4949 with respect to preparedness, response to, and 16
5050 recovery from natural disasters; 17
5151 ‘‘(B) the degree to which the Federal fund-18
5252 ing structure to respond to major disaster dec-19
5353 larations and emergency declarations is appro-20
5454 priately structured to address such identified or 21
5555 potential negative effects; and 22
5656 ‘‘(C) such other matters as the Under Sec-23
5757 retary determines appropriate; and 24
5858 ‘‘(2) may, subject to the availability of appro-25
5959 priations, conduct research and development on ap-26

6565 in response to the evaluation under paragraph (1). 3
6666 ‘‘(b) S
6767 COPE.—The scope of the research and develop-4
6868 ment under paragraph (2) of subsection (a)— 5
6969 ‘‘(1) shall prioritize mitigating identified or po-6
7070 tential negative effects that impact the ability of the 7
7171 Department to carry out operations; and 8
7272 ‘‘(2) may address the matters described in 9
7373 paragraph (1) of such subsection (a). 10
7474 ‘‘(c) C
7575 ONSULTATION AND COORDINATION.—In car-11
7676 rying out this section, the Under Secretary for Science and 12
7777 Technology shall consult, and may, as appropriate, coordi-13
7878 nate, with— 14
7979 ‘‘(1) the heads of— 15
8080 ‘‘(A) other relevant Federal agencies and 16
8181 departments; and 17
8282 ‘‘(B) State, local, Tribal, and territorial 18
8383 governments; and 19
8484 ‘‘(2) relevant owners and operators of critical 20
8585 infrastructure. 21
8686 ‘‘(d) C
8787 LIMATECHANGEDEFINED.—The term ‘cli-22
8888 mate change’ refers to detectable changes in one or more 23
8989 climate system components that is directly or indirectly 24
9090 attributed to— 25

9595 ‘‘(2) altering the composition of the global at-2
9696 mosphere.’’. 3
9797 (b) R
9898 EPORT TOCONGRESS.— Not later than one year 4
9999 after the date of the enactment of this section and annu-5
100100 ally thereafter for three years, the Under Secretary for 6
101101 Science and Technology of the Department of Homeland 7
102102 Security shall submit to the Committee on Homeland Se-8
103103 curity and the Committee on Science, Space, and Tech-9
104104 nology of the House of Representatives and the Committee 10
105105 on Homeland Security and Governmental Affairs of the 11
106106 Senate a report on any research and development activi-12
107107 ties carried out pursuant to section 324 of the Homeland 13
108108 Security Act of 2002, as added by subsection (a). 14
109109 (c) C
110110 LERICALAMENDMENT.—The table of contents 15
111111 in section 1(b) of the Homeland Security Act of 2002 is 16
112112 amended by inserting after the item relating to section 17
113113 323 the following new item: 18
114114 ‘‘Sec. 324. Climate change research and development.’’.
