of official time by Federal employees.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Union Time on 4
the Taxpayer’s Dime Act’’. 5
SEC. 2. ELIMINATION OF OFFICIAL TIME. 6
(a) I
NGENERAL.—Section 7131 of title 5, United 7
States Code, is amended to read as follows: 8

‘‘§ 7131. Elimination of official time 1
‘‘Any activities performed by an employee relating to 2
the business of a labor organization shall be performed 3
during the time the employee is in a non-duty status.’’. 4
(b) C
LERICALAMENDMENT.—The table of sections 5
for subchapter IV of chapter 71 of title 5, United States 6
Code, is amended by striking the item relating to section 7
7131 and inserting the following: 8
‘‘7131. Elimination of official time.’’.
