A BILL
To require the Department of Housing and Urban Develop-
ment to inspect certain public housing developments to
ensure compliance with housing quality and safety stand-
ards, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Dignity in Housing 4
Act of 2025’’. 5

SEC. 2. INSPECTIONS. 1
Subsection (f) of section 6 of the United States Hous-2
ing Act of 1937 (42 U.S.C. 1437d(f)) is amended by add-3
ing at the end the following new paragraph: 4
‘‘(4) L
ARGE PUBLIC HOUSING DEVELOP -5
MENTS.— 6
‘‘(A) B
IENNIAL INSPECTIONS.—The Sec-7
retary shall make inspections of each public 8
housing project consisting of 100 dwelling units 9
or more not less frequently than biennially to 10
determine whether the project is, and units in 11
the project are, maintained in accordance with 12
the requirements under paragraph (1). 13
‘‘(B) I
NSPECTORS.—Inspections of a public 14
housing project required under this paragraph 15
shall be— 16
‘‘(i) in addition to inspections required 17
by paragraph (3); and 18
‘‘(ii) conducted by employees of the 19
Department of Housing and Urban Devel-20
opment or such other inspectors as may be 21
obtained by the Secretary, but not includ-22
ing any officers or employees or a public 23
housing agency or any agent of a public 24
housing agency. 25
