Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Fair Debt Collection 4
Improvement Act’’. 5

SEC. 2. PROHIBITION ON COLLECTING TIME-BARRED DEBT. 1
(a) I
NGENERAL.—The Fair Debt Collection Prac-2
tices Act (15 U.S.C. 1692 et seq.) is amended by inserting 3
after section 811 the following: 4
‘‘§ 811A. Prohibition on collecting time-barred debt 5
‘‘A debt collector may not collect, or attempt to col-6
lect, any debt of a consumer with respect to which the 7
governing statute of limitations has expired.’’. 8
(b) C
LERICALAMENDMENT.—The table of contents 9
for the Fair Debt Collection Practices Act is amended by 10
inserting after the item relating to section 811 the fol-11
lowing: 12
‘‘811A. Prohibition on collecting time-barred debt.’’.
