A BILL 
To provide for a moratorium on Federal funding to Planned 
Parenthood Federation of America, Inc. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Defund Planned Par-4
enthood Act of 2025’’. 5

SEC. 2. FINDINGS. 1
Congress finds the following: 2
(1) State and county health departments, com-3
munity health centers, hospitals, physicians offices, 4
and other entities currently provide, and will con-5
tinue to provide, health services to women. Such 6
health services include relevant diagnostic laboratory 7
and radiology services, well-child care, prenatal and 8
postpartum care, immunization, family planning 9
services (including contraception), cervical and 10
breast cancer screenings and referrals, and sexually 11
transmitted disease testing. 12
(2) Many such entities provide services to all 13
persons, regardless of the person’s ability to pay, 14
and provide services in medically underserved areas 15
and to medically underserved populations. 16
(3) All funds that are no longer available to 17
Planned Parenthood Federation of America, Inc., 18
and its affiliates and clinics pursuant to this Act will 19
continue to be made available to other eligible enti-20
ties to provide women’s health care services. 21
(4) Funds authorized to be appropriated, and 22
appropriated, by section 4 are offset by the funding 23
limitation under section 3(a). 24

SEC. 3. MORATORIUM ON FEDERAL FUNDING TO PLANNED 1
PARENTHOOD FEDERATION OF AMERICA, 2
INC. 3
(a) I
NGENERAL.—For the one-year period beginning 4
on the date of the enactment of this Act, subject to sub-5
section (b), no funds authorized or appropriated by Fed-6
eral law may be made available for any purpose to Planned 7
Parenthood Federation of America, Inc., or any affiliate 8
or clinic of Planned Parenthood Federation of America, 9
Inc., unless such entities certify that Planned Parenthood 10
Federation of America affiliates and clinics will not per-11
form, and will not provide any funds to any other entity 12
that performs, an abortion during such period. 13
(b) E
XCEPTION.—Subsection (a) shall not apply to 14
an abortion— 15
(1) if the pregnancy is the result of an act of 16
rape or incest; or 17
(2) in the case where a woman suffers from a 18
physical disorder, physical injury, or physical illness 19
that would, as certified by a physician, place the 20
woman in danger of death unless an abortion is per-21
formed, including a life-endangering physical condi-22
tion caused by or arising from the pregnancy itself. 23
(c) R
EPAYMENT.—The Secretary of Health and 24
Human Services and the Secretary of Agriculture shall 25
seek repayment of any Federal assistance received by 26

Planned Parenthood Federation of America, Inc., or any 1
affiliate or clinic of Planned Parenthood Federation of 2
America, Inc., if it violates the terms of the certification 3
required by subsection (a) during the period specified in 4
subsection (a). 5
SEC. 4. FUNDING FOR COMMUNITY HEALTH CENTER PRO-6
GRAM. 7
(a) I
NGENERAL.—There is authorized to be appro-8
priated, and appropriated, $235,000,000 for the commu-9
nity health center program under section 330 of the Public 10
Health Service Act (42 U.S.C. 254b), in addition to any 11
other funds made available to such program, for the period 12
for which the funding limitation under section 3(a) ap-13
plies. 14
(b) L
IMITATION.—None of the funds authorized or 15
appropriated pursuant to subsection (a) may be expended 16
for an abortion other than as described in section 3(b). 17
SEC. 5. RULE OF CONSTRUCTION. 18
Nothing in this Act shall be construed to reduce over-19
all Federal funding available in support of women’s health. 20
