2929 This Act may be cited as the ‘‘Invest to Protect Act 4
3030 of 2025’’. 5
3131 SEC. 2. GRANT PROGRAM. 6

3838 escalation training’’ means training relating to tak-2
3939 ing action or communicating verbally or non-verbally 3
4040 during a potential force encounter in an attempt to 4
4141 stabilize the situation and reduce the immediacy of 5
4242 the threat so that more time, options, and resources 6
4343 can be called upon to resolve the situation without 7
4444 the use of force or with a reduction in the force nec-8
4545 essary. 9

4747 IRECTOR.—The term ‘‘Director’’ means 10
4848 the Director of the Office. 11

5050 LIGIBLE LOCAL GOVERNMENT .—The term 12
5151 ‘‘eligible local government’’ means— 13
5252 (A) a county, municipality, town, township, 14
5353 village, parish, borough, or other unit of general 15
5454 government below the State level that employs 16
5555 fewer than 175 law enforcement officers; and 17
5656 (B) a Tribal government that employs 18
5757 fewer than 175 law enforcement officers. 19

5959 AW ENFORCEMENT OFFICER .—The term 20
6060 ‘‘law enforcement officer’’ has the meaning given the 21
6161 term ‘‘career law enforcement officer’’ in section 22
6262 1709 of title I the Omnibus Crime Control and Safe 23
6363 Streets Act of 1968 (34 U.S.C. 10389). 24

7373 (1) provide training and access to mental health 6
7474 resources to local law enforcement officers; and 7
7575 (2) improve the recruitment and retention of 8

7878 UTHORITY.—Not later than 120 days after the 10
7979 date of enactment of this Act, the Director shall award 11
8080 grants to eligible local governments as a part of the grant 12
8181 program established under subsection (b). 13

8585 ARRIERS.—The Attorney General shall de-15
8686 termine what barriers exist to establishing a stream-16
8787 lined application process for grants under this sec-17

9393 after the date of enactment of this Act, the At-21
9494 torney General shall submit to Congress a re-22
9595 port that includes a plan to execute a stream-23
9696 lined application process for grants under this 24

105105 ONTENTS OF PLAN .—The plan re-4
106106 quired under subparagraph (A) may include a 5
107107 plan for— 6
108108 (i) proactively providing eligible local 7
109109 governments seeking a grant under this 8
110110 section with information on the data eligi-9
111111 ble local governments will need to prepare 10
112112 before beginning the grant application; and 11
113113 (ii) ensuring technical assistance is 12
114114 available for eligible local governments 13
115115 seeking a grant under this section before 14
116116 and during the grant application process, 15
117117 including through dedicated liaisons within 16
118118 the Office. 17
119119 (3) A
120120 PPLICATIONS.—In selecting eligible local 18
121121 governments to receive grants under this section, the 19
122122 Director shall use the streamlined application proc-20
123123 ess described in paragraph (2)(A). 21

125125 LIGIBLEACTIVITIES.—An eligible local govern-22
126126 ment that receives a grant under this section may use 23
127127 amounts from the grant only for— 24

162162 scribed in paragraphs (1) through (3), (9), and (10); 4
163163 (5) a signing bonus for a law enforcement offi-5
164164 cer in an amount determined by the eligible local 6
165165 government; 7
166166 (6) a retention bonus for a law enforcement of-8
167167 ficer— 9
168168 (A) in an amount determined by the eligi-10
169169 ble local government that does not exceed 20 11
170170 percent of the salary of the law enforcement of-12
171171 ficer; and 13
172172 (B) who— 14
173173 (i) has been employed at the law en-15
174174 forcement agency for not fewer than 5 16
175175 years; 17
176176 (ii) has not been found by an internal 18
177177 investigation to have engaged in serious 19
178178 misconduct; and 20
179179 (iii) commits to remain employed by 21
180180 the law enforcement agency for not less 22
181181 than 3 years after the date of receipt of 23
182182 the bonus; 24

188188 public health, or social work, which shall not exceed 3

190190 (A) $10,000; or 5
191191 (B) the amount the law enforcement offi-6
192192 cer pays towards such graduate education; 7
193193 (8) providing access to patient-centered behav-8
194194 ioral health services for law enforcement officers, 9
195195 which may include resources for risk assessments, 10
196196 evidence-based, trauma-informed care to treat post- 11
197197 traumatic stress disorder or acute stress disorder, 12
198198 peer support and counselor services and family sup-13
199199 ports, and the promotion of improved access to high 14
200200 quality mental health care through telehealth; 15
201201 (9) the implementation of evidence-based best 16
202202 practices and training on the use of lethal and non-17
203203 lethal force; 18
204204 (10) the implementation of evidence-based best 19
205205 practices and training on the duty of care and the 20
206206 duty to intervene; and 21
207207 (11) data collection for police practices relating 22
208208 to officer and community safety. 23

216216 reasonable reporting requirements specifically relat-2
217217 ing to a grant awarded under this section for eligible 3
218218 local governments that receive such a grant in order 4
219219 to assist with the evaluation by the Office of the pro-5
220220 gram established under this section. 6
221221 (2) C
222222 ONSIDERATIONS.—In establishing require-7
223223 ments under paragraph (1), the Director shall con-8
224224 sider the capacity of law enforcement agencies with 9
225225 fewer than 175 officers to collect and report infor-10
226226 mation. 11

228228 ISCLOSURE OFOFFICERRECRUITMENT AND 12

230230 ETENTIONBONUSES.— 13
231231 (1) I
232232 N GENERAL.—Not later than 60 days after 14
233233 the date on which an eligible local government that 15
234234 receives a grant under this section awards a signing 16
235235 or retention bonus described in paragraph (5) or (6) 17
236236 of subsection (e), the eligible local government shall 18
237237 disclose to the Director and make publicly available 19
238238 on a website of the eligible local government the 20
239239 amount of the bonus. 21

241241 EPORT.—The Attorney General shall sub-22
242242 mit to the appropriate congressional committees an 23
243243 annual report that includes each signing or retention 24

252252 N GENERAL.—All grants awarded by the 4
253253 Director under this section shall be subject to the 5
254254 accountability provisions described in this sub-6
255255 section. 7

257257 UDIT REQUIREMENT.— 8
258258 (A) D
259259 EFINITION.—In this paragraph, the 9
260260 term ‘‘unresolved audit finding’’ means a find-10
261261 ing in the final audit report of the Inspector 11
262262 General of the Department of Justice that the 12
263263 audited grantee has used grant funds for an 13
264264 unauthorized expenditure or otherwise unallow-14
265265 able cost that is not closed or resolved within 15
266266 12 months from the date when the final audit 16
267267 report is issued. 17
268268 (B) A
269269 UDITS.—Beginning in the first fiscal 18
270270 year beginning after the date of enactment of 19
271271 this subsection, and in each fiscal year there-20
272272 after, the Inspector General of the Department 21
273273 of Justice shall conduct audits of recipients of 22
274274 grants under this section to prevent waste, 23
275275 fraud, and abuse of funds by grantees. The In-24

281281 grantees to be audited each year. 2

283283 ANDATORY EXCLUSION .—A recipient 3
284284 of grant funds under this section that is found 4
285285 to have an unresolved audit finding shall not be 5
286286 eligible to receive grant funds under this section 6
287287 during the first 3 fiscal years beginning after 7
288288 the end of the 12-month period described in 8
289289 subparagraph (A). 9
290290 (D) R
291291 EIMBURSEMENT.—If an eligible local 10
292292 government is awarded grant funds under this 11
293293 section during the 3-fiscal-year period during 12
294294 which the eligible local government is barred 13
295295 from receiving grants under subparagraph (C), 14
296296 the Attorney General shall— 15
297297 (i) deposit an amount equal to the 16
298298 amount of the grant funds that were im-17
299299 properly awarded to the grantee into the 18
300300 General Fund of the Treasury; and 19
301301 (ii) seek to recoup the costs of the re-20
302302 payment to the fund from the grant recipi-21
303303 ent that was erroneously awarded grant 22
304304 funds. 23
305305 (3) A
306306 NNUAL CERTIFICATION.—Beginning in the 24
307307 fiscal year during which audits commence under 25

318318 (i) all audits issued by the Office of 8
319319 the Inspector General of the Department 9
320320 of Justice under paragraph (2) have been 10
321321 completed and reviewed by the appropriate 11
322322 Assistant Attorney General or Director; 12
323323 (ii) all mandatory exclusions required 13
324324 under paragraph (2)(C) have been issued; 14
325325 and 15
326326 (iii) all reimbursements required 16
327327 under paragraph (2)(D) have been made; 17
328328 and 18
329329 (B) that includes a list of any grant recipi-19
330330 ents excluded under paragraph (2) from the 20
331331 previous year. 21

333333 ROGRAMEVALUATION.—Not less frequently 22
334334 than annually, the Attorney General shall analyze the in-23
335335 formation provided by eligible local governments pursuant 24
336336 to the reporting requirements established under subsection 25

343343 REVENTINGDUPLICATIVEGRANTS.— 3

345345 N GENERAL.—Before the Director awards 4
346346 a grant to an eligible local government under this 5
347347 section, the Attorney General shall compare poten-6
348348 tial grant awards with other grants awarded by the 7
349349 Attorney General to determine if grant awards are 8
350350 or have been awarded for a similar purpose. 9
351351 (2) R
352352 EPORT.—If the Attorney General awards 10
353353 grants to the same applicant for a similar purpose, 11
354354 whether through the grant program under this sec-12
355355 tion or another grant program administered by the 13
356356 Department of Justice, the Attorney General shall 14
357357 submit to the Committee on the Judiciary of the 15
358358 Senate and the Committee on the Judiciary of the 16
359359 House of Representatives a report that includes— 17
360360 (A) a list of all such grants awarded, in-18
361361 cluding the total dollar amount of any such 19
362362 grants awarded; and 20
363363 (B) the reason the Attorney General 21
364364 awarded multiple grants to the same applicant 22
365365 for a similar purpose. 23

367367 UTHORIZATION OF APPROPRIATIONS.—There 24
368368 are authorized to be appropriated to carry out this section 25
