A BILL 
To prohibit Federal funding to entities that do not certify 
the entities will not perform, or provide any funding 
to any other entity that performs, an abortion. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting Life and 4
Taxpayers Act of 2025’’. 5

SEC. 2. PROHIBITION ON ABORTION. 1
(a) P
ROHIBITION.—No Federal funds may be pro-2
vided (directly or indirectly, including through contract or 3
subcontract) to an entity unless the entity certifies that, 4
during the period for which such funds are provided, the 5
entity will not perform, and will not provide any funds 6
to any other entity that performs, an abortion. 7
(b) E
XCEPTION.—Subsection (a) does not apply with 8
respect to an abortion where— 9
(1) the pregnancy is the result of rape or in-10
cest; or 11
(2) a physician certifies that the woman suffers 12
from a physical disorder, physical injury, or physical 13
illness that would place the woman in danger of 14
death unless an abortion is performed, including a 15
life-threatening physical condition caused by or aris-16
ing from the pregnancy itself. 17
(c) D
EFINITIONS.—In this section, the term ‘‘entity’’ 18
means the entire legal entity, including any entity that 19
controls, is controlled by, or is under common control with 20
such entity. 21
