Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Return Excessive Mi-4
grants and Asylees to International Neighbors in Mexico 5
Act of 2025’’ or the ‘‘REMAIN in Mexico Act of 2025’’. 6
SEC. 2. MIGRANT PROTECTION PROTOCOLS. 7
Notwithstanding any other provision of law, the Sec-8
retary of Homeland Security shall implement the Migrant 9
Protection Protocols in accordance with the memorandum 10
of Secretary of Homeland Security Nielsen entitled ‘‘Pol-11
icy Guidance for Implementation of the Migrant Protec-12
tion Protocols’’, dated January 25, 2019. 13
