20	20	To direct the Administrator of the National Oceanic and
21	21	Atmospheric Administration to conduct high-resolution
22	22	surveying and mapping of the lakebeds of the Great
23	23	Lakes, and for other purposes.
24	24	Be it enacted by the Senate and House of Representa-1
25	25	tives of the United States of America in Congress assembled, 2
26	26	SECTION 1. SHORT TITLE. 3
27	27	This Act may be cited as the ‘‘Great Lakes Mapping 4
28	28	Act of 2025’’. 5

32	32	SEC. 2. SURVEYING AND MAPPING OF LAKEBEDS OF THE 1
33	33	GREAT LAKES IN HIGH RESOLUTION. 2
34	34	(a) H
35	35	IGH-RESOLUTIONLAKEBEDMAPPING.—Not 3
36	36	later than December 31, 2030, the Administrator of the 4
37	37	National Oceanic and Atmospheric Administration (re-5
38	38	ferred to in this section as the ‘‘Administrator’’) shall 6
39	39	carry out a collaborative effort (referred to in this section 7
40	40	as the ‘‘mapping effort’’) to survey and map, in high reso-8
41	41	lution, the lakebeds of the Great Lakes. 9
42	42	(b) E
43	43	LEMENTS.—The mapping effort shall include— 10
44	44	(1) completing a high-resolution map of the 11
45	45	lakebeds of the Great Lakes; 12
46	46	(2) collecting and processing high-resolution 13
47	47	bathymetric data about the lakebeds of the Great 14
48	48	Lakes; 15
49	49	(3) using existing systems to catalog bathy-16
50	50	metric data and other information regarding the 17
51	51	lakebeds of the Great Lakes that the Administrator 18
52	52	possesses or has access to independent of the map-19
53	53	ping effort or as a result of the mapping effort; and 20
54	54	(4) collecting, cataloging, and storing metadata 21
55	55	created during the mapping effort. 22
56	56	(c) C
57	57	OORDINATION.—In carrying out the mapping ef-23
58	58	fort, the Administrator shall coordinate with— 24
59	59	(1) the Governor of any State that borders any 25
60	60	of the Great Lakes; 26

64	64	(2) the head of an agency of such a State that 1
65	65	is responsible for carrying out policy related to the 2
66	66	Great Lakes or the lakebeds of the Great Lakes; 3
67	67	(3) the National Ocean Mapping, Exploration, 4
68	68	and Characterization Council; 5
69	69	(4) the Lakebed 2030 Regional Initiative of the 6
70	70	Great Lakes Observing System; 7
71	71	(5) other regional ocean observing systems; and 8
72	72	(6) any other entity the Administrator deter-9
73	73	mines relevant. 10

75	75	ATAMANAGEMENT; PRODUCTSHARING.—The 11
76	76	Administrator, in consultation with regional entities, 12
77	77	shall— 13
78	78	(1) during the mapping effort and within a rea-14
79	79	sonable time (as determined by the Administrator) 15
80	80	after the relevant data is collected pursuant to the 16
81	81	mapping effort, make publicly available the parts of 17
82	82	the high-resolution map of the lakebeds of the Great 18
83	83	Lakes that are completed; and 19
84	84	(2) not later than, to the extent practicable, 20
85	85	180 days after completing the mapping effort— 21
86	86	(A) make publicly available— 22
87	87	(i) the complete high-resolution map 23
88	88	of the lakebeds of the Great Lakes; and 24

93	93	ing metadata, collected under subsection 2
94	94	(a) that is required to be released to the 3
95	95	public under any other provision of law; 4
96	96	and 5
97	97	(B) incorporate the data from the map 6
98	98	into additional products, including nautical 7
99	99	charts and other products determined appro-8
100	100	priate by the Administrator, such products used 9
101	101	for resource mapping and habitat characteriza-10
102	102	tion. 11
103	103	(e) R
104	104	ULE OFCONSTRUCTION.—Nothing in this sec-12
105	105	tion shall be construed to change any process or procedure 13
106	106	used by the Administrator in carrying out the require-14
107	107	ments of section 4 of the Digital Coast Act (16 U.S.C. 15
108	108	1467) or the Ocean and Coastal Mapping Integration Act 16
109	109	(33 U.S.C. 3501 et seq.). 17

111	111	UTHORIZATION OFAPPROPRIATIONS.— 18
112	112	(1) I
113	113	N GENERAL.—There is authorized to be 19
114	114	appropriated to the Administrator $50,000,000 for 20
115	115	each of fiscal years 2025 through 2029 to carry out 21
116	116	this section. 22

118	118	VAILABILITY.—Amounts appropriated pur-23
119	119	suant to the authorization of appropriations under 24
