2626 SECTION 1. SHORT TITLE. 3
2727 This Act may be cited as the ‘‘Great Lakes Mapping 4
2828 Act of 2025’’. 5

3535 IGH-RESOLUTIONLAKEBEDMAPPING.—Not 3
3636 later than December 31, 2030, the Administrator of the 4
3737 National Oceanic and Atmospheric Administration (re-5
3838 ferred to in this section as the ‘‘Administrator’’) shall 6
3939 carry out a collaborative effort (referred to in this section 7
4040 as the ‘‘mapping effort’’) to survey and map, in high reso-8
4141 lution, the lakebeds of the Great Lakes. 9
4242 (b) E
4343 LEMENTS.—The mapping effort shall include— 10
4444 (1) completing a high-resolution map of the 11
4545 lakebeds of the Great Lakes; 12
4646 (2) collecting and processing high-resolution 13
4747 bathymetric data about the lakebeds of the Great 14
4848 Lakes; 15
4949 (3) using existing systems to catalog bathy-16
5050 metric data and other information regarding the 17
5151 lakebeds of the Great Lakes that the Administrator 18
5252 possesses or has access to independent of the map-19
5353 ping effort or as a result of the mapping effort; and 20
5454 (4) collecting, cataloging, and storing metadata 21
5555 created during the mapping effort. 22

5757 OORDINATION.—In carrying out the mapping ef-23
5858 fort, the Administrator shall coordinate with— 24
5959 (1) the Governor of any State that borders any 25
6060 of the Great Lakes; 26

6464 (2) the head of an agency of such a State that 1
6565 is responsible for carrying out policy related to the 2
6666 Great Lakes or the lakebeds of the Great Lakes; 3
6767 (3) the National Ocean Mapping, Exploration, 4
6868 and Characterization Council; 5
6969 (4) the Lakebed 2030 Regional Initiative of the 6
7070 Great Lakes Observing System; 7
7171 (5) other regional ocean observing systems; and 8
7272 (6) any other entity the Administrator deter-9
7373 mines relevant. 10
7474 (d) D
7575 ATAMANAGEMENT; PRODUCTSHARING.—The 11
7676 Administrator, in consultation with regional entities, 12
7777 shall— 13
7878 (1) during the mapping effort and within a rea-14
7979 sonable time (as determined by the Administrator) 15
8080 after the relevant data is collected pursuant to the 16
8181 mapping effort, make publicly available the parts of 17
8282 the high-resolution map of the lakebeds of the Great 18
8383 Lakes that are completed; and 19
8484 (2) not later than, to the extent practicable, 20
8585 180 days after completing the mapping effort— 21
8686 (A) make publicly available— 22
8787 (i) the complete high-resolution map 23
8888 of the lakebeds of the Great Lakes; and 24

9393 ing metadata, collected under subsection 2
9494 (a) that is required to be released to the 3
9595 public under any other provision of law; 4
9696 and 5
9797 (B) incorporate the data from the map 6
9898 into additional products, including nautical 7
9999 charts and other products determined appro-8
100100 priate by the Administrator, such products used 9
101101 for resource mapping and habitat characteriza-10
102102 tion. 11

104104 ULE OFCONSTRUCTION.—Nothing in this sec-12
105105 tion shall be construed to change any process or procedure 13
106106 used by the Administrator in carrying out the require-14
107107 ments of section 4 of the Digital Coast Act (16 U.S.C. 15
108108 1467) or the Ocean and Coastal Mapping Integration Act 16
109109 (33 U.S.C. 3501 et seq.). 17

111111 UTHORIZATION OFAPPROPRIATIONS.— 18
112112 (1) I
113113 N GENERAL.—There is authorized to be 19
114114 appropriated to the Administrator $50,000,000 for 20
115115 each of fiscal years 2025 through 2029 to carry out 21
116116 this section. 22
117117 (2) A
118118 VAILABILITY.—Amounts appropriated pur-23
119119 suant to the authorization of appropriations under 24
