A BILL 
To amend the Infrastructure Investment and Jobs Act to 
authorize recipients of funds under the Broadband Eq-
uity, Access, and Deployment Program to use such funds 
to provide broadband vouchers to households in certain 
locations, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Bridging the 4
Broadband Gap Act of 2025’’. 5

SEC. 2. USE OF BEAD PROGRAM FUNDS TO PROVIDE 1
BROADBAND VOUCHERS. 2
Section 60102 of the Infrastructure Investment and 3
Jobs Act (47 U.S.C. 1702) is amended by adding at the 4
end the following: 5
‘‘(p) B
ROADBANDVOUCHERS.— 6
‘‘(1) I
N GENERAL.—If an eligible entity makes 7
the determination described in paragraph (2) with 8
respect to a political subdivision of such eligible enti-9
ty, such eligible entity may use grant funds received 10
under this section to provide to households in such 11
political subdivision vouchers that such households 12
may use to cover eligible broadband service costs. 13
‘‘(2) D
ETERMINATION.—The determination de-14
scribed in this paragraph is a determination by an 15
eligible entity that a political subdivision of such eli-16
gible entity lacks access to broadband service that 17
such eligible entity considers adequate. 18
‘‘(3) P
RIORITY.—In providing vouchers under 19
this subsection, an eligible entity shall give priority 20
to households in political subdivisions the per capita 21
income of which is below the median per capita in-22
come of the political subdivisions of such eligible en-23
tity, as determined by such eligible entity. 24
‘‘(4) L
IMITATIONS.— 25

‘‘(A) HOUSEHOLDS IN UNSERVED LOCA -1
TIONS OR UNDERSERVED LOCATIONS .—An eli-2
gible entity may not provide a voucher under 3
this subsection to a household unless, on the 4
day before such eligible entity provides the first 5
such voucher to such household, such household 6
resides at a location that is an unserved loca-7
tion or an underserved location. 8
‘‘(B) D
URATION.—In the case of eligible 9
broadband service costs described in clauses 10
(i)(II) and (ii) of paragraph (5)(B), an eligible 11
entity may only provide vouchers under this 12
subsection to a household to cover such costs 13
charged to such household with respect to a sin-14
gle period of 12 consecutive months. 15
‘‘(5) D
EFINITIONS.—In this subsection: 16
‘‘(A) B
ROADBAND CUSTOMER PREMISES 17
EQUIPMENT.—The term ‘broadband customer 18
premises equipment’ means equipment em-19
ployed on the premises of a household to pro-20
vide satellite or fixed wireless broadband serv-21
ice. 22
‘‘(B) E
LIGIBLE BROADBAND SERVICE 23
COSTS.—The term ‘eligible broadband service 24
costs’ means the following: 25

‘‘(i) 50 percent of the amount charged 1
by a provider of satellite or fixed wireless 2
broadband service to a household for— 3
‘‘(I) the purchase of broadband 4
customer premises equipment; or 5
‘‘(II) the monthly lease or rental 6
of broadband customer premises 7
equipment. 8
‘‘(ii) The monthly amount (not to ex-9
ceed $30 per month) charged by a provider 10
of satellite or fixed wireless broadband 11
service to a household for providing such 12
service to such household.’’. 13
