16	16	To prioritize the hiring and training of veterans and retired
17	17	law enforcement officers as school resource officers, and
18	18	for other purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Ensuring Safer 4
23	23	Schools Act of 2025’’. 5

28	28	RETIRED LAW ENFORCEMENT OFFICERS AS 2
29	29	SCHOOL RESOURCE OFFICERS. 3
30	30	Section 1701(b)(13) of the Omnibus Crime Control 4
31	31	and Safe Streets Act of 1968 (34 U.S.C. 10381(b)(12)) 5
32	32	is amended by inserting ‘‘, and the hiring and training 6
33	33	of veterans and retired law enforcement officers to serve 7
34	34	as school resource officers’’ after ‘‘offenses’’. 8
35	35	SEC. 3. PREFERENTIAL CONSIDERATION OF APPLICATIONS 9
36	36	FOR CERTAIN GRANTS. 10
37	37	Section 1701(c) of the Omnibus Crime Control and 11
38	38	Safe Streets Act of 1968 (34 U.S.C. 10381(c)) is amend-12
39	39	ed— 13
40	40	(1) in paragraph (2), by striking ‘‘or’’ at the 14
41	41	end; 15
42	42	(2) in paragraph (3), by striking the period at 16
43	43	the end and inserting ‘‘; or’’; and 17
44	44	(3) by inserting after paragraph (3) the fol-18
45	45	lowing: 19
46	46	‘‘(4) for hiring and training veterans and re-20
47	47	tired law enforcement officers as school resource of-21
48	48	ficers.’’. 22
49	49	SEC. 4. TECHNICAL ASSISTANCE. 23
50	50	Section 1701(d) of the Omnibus Crime Control and 24
51	51	Safe Streets Act of 1968 (34 U.S.C. 10381(d)(3)) is 25
52	52	amended by inserting after paragraph (3): 26

56	56	‘‘(4) MENTAL HEALTH SCREENING AND TRAIN -1
57	57	ING.—The Attorney General may provide technical 2
58	58	assistance to States, units of local government, In-3
59	59	dian tribal governments, and to other public and pri-4
60	60	vate entities using funds under this section for pur-5
61	61	poses described in subsection (b)(13) to provide 6
62	62	school resource officers with an annual mental 7
63	63	health screening and an annual training on tactics 8
64	64	and response.’’. 9
65	65	SEC. 5. DEFINITIONS. 10
66	66	Section 1709(4) of the Omnibus Crime Control and 11
67	67	Safe Streets Act of 1968 (34 U.S.C. 10389(4)) is amend-12
68	68	ed— 13
69	69	(1) in the matter preceding subparagraph (A), 14
70	70	by inserting ‘‘, veteran, or retired law enforcement 15
71	71	officer’’ after ‘‘career law enforcement officer’’; 16
72	72	(2) in subparagraph (F), by striking ‘‘and’’ at 17
73	73	the end; 18
74	74	(3) in subparagraph (G), by striking the period 19
75	75	at the end and inserting ‘‘; and’’; and 20
76	76	(4) by inserting after subparagraph (G) the fol-21
77	77	lowing: 22
78	78	‘‘(H) to meet at least annually with stu-23
79	79	dents in order to increase familiarity between 24

85	85	SEC. 6. COORDINATION WITH THE DEPARTMENT OF VET-3
86	86	ERANS AFFAIRS. 4
87	87	The Secretary of Veterans Affairs shall coordinate 5
88	88	with recipients of grants under part Q of title I of the 6
89	89	Omnibus Crime Control and Safe Streets Act of 1968 (34 7
90	90	U.S.C. 10381 et seq.) to connect veterans seeking to serve 8
91	91	as school resource officers (as such term is defined in sec-9
92	92	tion 1709 of the Omnibus Crime Control and Safe Streets 10
93	93	Act of 1968 (34 U.S.C. 1038)) with local law enforcement 11
94	94	agencies participating in school-based partnerships de-12
95	95	scribed in section 1701(b)(12) of the Omnibus Crime Con-13
96	96	trol and Safe Streets Act of 1968 (34 U.S.C. 14
