436436 LIGIBLEENTITY.—In this section, the term 3
437437 ‘eligible entity’ means a partnership between a State board 4

439439 ‘‘(1) A community-based organization. 6
440440 ‘‘(2) A library (as defined in section 213 of the 7
441441 Library Services and Technology Act (20 U.S.C. 8
442442 9122)) that offers workforce development activities 9
443443 at no cost to individuals. 10

445445 RANTSAUTHORIZED.—From funds made 11
446446 available under section 172(g), the Secretary is authorized 12
447447 to make grants to eligible entities to carry out the purpose 13

450450 PPLICATION.—To be eligible to receive a grant 15
451451 under this section, an eligible entity shall submit an appli-16
452452 cation to the Secretary at such time, in such manner, and 17
453453 containing such information as the Secretary may require. 18

458458 ceives a grant under this section shall use funds 21
