Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting America’s 4
Strategic Petroleum Reserve from China Act’’. 5

SEC. 2. PROHIBITION ON SALES OF PETROLEUM PROD-1
UCTS FROM THE STRATEGIC PETROLEUM RE-2
SERVE TO CHINA. 3
Notwithstanding any other provision of law, the Sec-4
retary of Energy shall not draw down and sell petroleum 5
products from the Strategic Petroleum Reserve— 6
(1) to any entity that is under the ownership, 7
control, or influence of the Chinese Communist 8
Party; or 9
(2) except on the condition that such petroleum 10
products will not be exported to the People’s Repub-11
lic of China. 12
