3030 SECTION 1. SHORT TITLE. 3
3131 This Act may be cited as the ‘‘Reconciliation in Place 4
3232 Names Act’’. 5

3636 SEC. 2. FINDINGS. 1
3737 Congress finds that— 2
3838 (1) the United States contains geographic fea-3
3939 tures named— 4
4040 (A) with derogatory terms that include ra-5
4141 cial and sexual slurs and stereotypes targeting 6
4242 Native Americans, African Americans, and oth-7
4343 ers; 8
4444 (B) in honor of individuals who— 9
4545 (i) held racially repugnant views; 10
4646 (ii) committed atrocities against Na-11
4747 tive Americans; or 12
4848 (iii) supported or effectuated discrimi-13
4949 natory policies; and 14
5050 (C) to recognize individuals who carried 15
5151 out injustices against racial minorities; 16
5252 (2) place names that include racial or sexual 17
5353 slurs, or honor individuals who held racially repug-18
5454 nant views, committed atrocities against Native 19
5555 Americans, or carried out injustices against racial 20
5656 minorities— 21
5757 (A) perpetuate prejudice; 22
5858 (B) disparage racial minorities; and 23
5959 (C) honor individuals who committed or 24

6666 (A) perpetuates prejudice; 3
6767 (B) disparages racial minorities; or 4
6868 (C) honors individuals who committed or 5
6969 supported atrocities against racial minorities; 6
7070 (4) place names in the United States should— 7
7171 (A) be equitable and just; 8
7272 (B) honor the cultural diversity of the 9
7373 United States; and 10
7474 (C) advance dignity for all people in the 11
7575 United States; 12
7676 (5) the Board on Geographic Names, jointly 13
7777 with the Secretary, is responsible for naming geo-14
7878 graphic features in the United States; 15
7979 (6) the policies of the Board on Geographic 16
8080 Names— 17
8181 (A) authorize changing the names of geo-18
8282 graphic features determined to be offensive; and 19
8383 (B) prohibit the Federal use of terms de-20
8484 termined to be derogatory or offensive in geo-21
8585 graphic place names; 22
8686 (7) the renaming process of the Board on Geo-23
8787 graphic Names— 24
8888 (A) is time consuming; 25

9494 (C) fails to address the scope and breadth 3
9595 of inappropriate place names; 4
9696 (8) the extent of inappropriate or offensive 5
9797 place names in the United States requires a system-6
9898 atic, public process in which offensive and inappro-7
9999 priate place names are reviewed and replaced; and 8
100100 (9) the process described in paragraph (8) of-9
101101 fers an opportunity for reconciliation for— 10
102102 (A) people of the United States who suffer 11
103103 from prejudice and racial violence; and 12
104104 (B) all people of the United States in 13
105105 whose name the acts were committed. 14
106106 SEC. 3. DEFINITIONS. 15

109109 OARD.—The term ‘‘Board’’ means the 17
110110 Board on Geographic Names established by section 18
111111 2 of the Act of July 25, 1947 (43 U.S.C. 364a). 19

113113 OMMITTEE.—The term ‘‘Committee’’ 20
114114 means the Advisory Committee on Reconciliation in 21
115115 Place Names established by section 4(a). 22

117117 EDERAL LAND UNIT .—The term ‘‘Federal 23
118118 land unit’’ includes— 24
119119 (A) National Forest System land; 25

131131 NDIAN TRIBE.—The term ‘‘Indian Tribe’’ 8
132132 has the meaning given the term in section 4 of the 9
133133 Indian Self-Determination and Education Assistance 10
134134 Act (25 U.S.C. 5304). 11

136136 FFENSIVE PLACE NAME .—The term ‘‘of-12
137137 fensive place name’’ means a domestic geographic 13
138138 place name or Federal land unit name that— 14
139139 (A) recognizes an individual who— 15
140140 (i)(I) held racially repugnant views; 16
141141 (II) committed atrocities against Na-17
142142 tive Americans; or 18
143143 (III) supported or effectuated dis-19
144144 criminatory policies; or 20
145145 (ii) carried out other injustices 21
146146 against racial minorities; 22
147147 (B) contains a racial or sexual slur; 23
148148 (C) perpetuates racial, ethnic, or gender- 24
149149 based stereotypes; or 25

155155 RIBAL ORGANIZATION.—The term ‘‘Tribal 2
156156 organization’’ has the meaning given the term in 3
157157 section 4 of the Indian Self-Determination and Edu-4
158158 cation Assistance Act (25 U.S.C. 5304). 5

160160 ECRETARY.—The term ‘‘Secretary’’ means 6
161161 the Secretary of the Interior. 7
162162 SEC. 4. ADVISORY COMMITTEE. 8

164164 STABLISHMENT.—Not later than 180 days after 9
165165 the date of enactment of this Act, the Secretary shall es-10
166166 tablish an advisory committee, to be known as the ‘‘Advi-11
167167 sory Committee on Reconciliation in Place Names’’. 12

169169 URPOSE.—The purpose of the Committee is to 13
170170 advise the Board, the Secretary, and Congress with re-14
171171 spect to renaming geographic features and Federal land 15
172172 units with offensive place names. 16
173173 (c) M
174174 EMBERSHIP.—The Committee shall be com-17
175175 posed of 17 members, to be appointed by the Secretary, 18
176176 of whom, to the extent practicable— 19
177177 (1) 4 members shall be members of an Indian 20
178178 Tribe; 21
179179 (2) 1 member shall represent a Tribal organiza-22
180180 tion; 23
181181 (3) 1 member shall represent a Native Hawai-24
182182 ian organization; 25

190190 (B) cultural studies, ethnic studies, or in-5

193193 (D) history; and 8
194194 (6) 3 members shall represent the general pub-9
195195 lic. 10

197197 ONSULTATIONWITHINDIANTRIBES.—Before 11
198198 making an appointment under paragraph (1), (2), or (4) 12
199199 of subsection (c), the Secretary shall consult with Indian 13
200200 Tribes regarding the appointment. 14

202202 UTIES.—The Committee shall— 15
203203 (1) establish a process to solicit and review pro-16
204204 posals to rename geographic features and Federal 17
205205 land units with offensive place names; 18
206206 (2) solicit proposals to rename geographic fea-19
207207 tures and Federal land units with offensive place 20
208208 names and derogatory terms from— 21
209209 (A) Indian Tribes; 22
210210 (B) appropriate State and local govern-23
211211 ments; 24

220220 (4) make proposals to the Board and the Sec-6
221221 retary to rename geographic features with offensive 7
222222 place names, including proposed new names; 8
223223 (5) make proposals to Congress to rename Fed-9
224224 eral land units with offensive place names, including 10
225225 proposed new names; and 11
226226 (6) make recommendations to the Board on im-12
227227 provements to the process of reviewing and revising 13
228228 offensive place names. 14

230230 OMPENSATION.— 15
231231 (1) I
232232 N GENERAL.—Members of the Committee 16
233233 shall serve without compensation. 17
234234 (2) T
235235 RAVEL EXPENSES.—Members of the Com-18
236236 mittee shall be allowed travel expenses, including per 19
237237 diem in lieu of subsistence, at rates authorized for 20
238238 an employee of an agency under subchapter I of 21
239239 chapter 57 of title 5, United States Code, while 22
240240 away from the home or regular place of business of 23
241241 the member in the performance of the duties of the 24
242242 Committee. 25

246246 (g) STAFF.—The Secretary shall provide the Com-1
247247 mittee with any staff members and technical assistance 2
248248 that the Secretary, after consultation with the Committee, 3
249249 determines to be appropriate to enable the Committee to 4
250250 carry out the duties of the Committee. 5

252252 ULES.—The Committee may adopt such rules 6
253253 as may be necessary. 7

255255 PPLICABLELAW.—The Committee shall be sub-8
256256 ject to chapter 10 of title 5, United States Code (com-9
257257 monly referred to as the ‘‘Federal Advisory Committee 10
258258 Act’’), 11

260260 URATION.— 12
261261 (1) T
262262 IMELINE.—To the extent practicable, not 13
263263 later than 5 years after the date on which the Com-14
264264 mittee is established, the Committee shall fulfill the 15
265265 duties of the Committee, including the completion of 16
266266 the proposals required under paragraphs (4) and (5) 17
267267 of subsection (e). 18
268268 (2) T
269269 ERMINATION.—The Committee shall ter-19
270270 minate on the date that is 1 year after the date on 20
271271 which the Board has approved or rejected each Com-21
272272 mittee proposal submitted to the Board under sub-22
273273 section (e)(4). 23

277277 SEC. 5. BOARD REVIEW. 1

279279 NGENERAL.—Not later than 3 years after the 2
280280 date on which the Board receives a proposal under section 3
281281 4(e)(4), the Board shall accept or reject the proposal. 4

283283 ROCESS.—The Board shall approve a proposal 5
284284 of the Committee submitted under section 4(e)(4) unless 6
285285 the Board determines that— 7
286286 (1) there is a compelling reason and substantial 8
287287 public interest in rejecting the proposal; or 9
288288 (2) approving the proposal would violate Fed-10
289289 eral law. 11
290290 (c) R
291291 ENAMING.—If the Board accepts a proposal by 12
292292 the Committee to rename a geographic feature, the Board 13
293293 shall rename the geographic feature. 14
294294 (d) E
295295 FFECT.—A Board policy that prevents the 15
296296 Board from considering a name change due to pending 16
297297 legislation shall not apply to Board action on Committee 17
298298 proposals. 18
