16	16	as fall within the jurisdiction of the committee concerned

18	18	To establish Joint Operations Centers along the southern
19	19	border of the United States, and for other purposes.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘Advanced Border Co-4
24	24	ordination Act of 2025’’. 5
25	25	SEC. 2. ESTABLISHMENT OF JOINT OPERATIONS CENTERS. 6
26	26	(a) I
27	27	NGENERAL.—Not later than 6 months after the 7
28	28	date of enactment of this Act, the Department shall estab-8

32	32	lish not fewer than 2 Joint Operations Centers along the 1
33	33	southern border of the United States to provide unified 2
34	34	coordination centers, where law enforcement from multiple 3
35	35	Federal, State, local, and Tribal agencies can collaborate 4
36	36	in accordance with the purposes described in subsection 5
37	37	(b). 6

39	39	ATTERSCOVERED.—The Centers shall provide 7
40	40	centralized operations hubs for matters related to the fol-8
41	41	lowing: 9
42	42	(1) Implementing coordination and communica-10
43	43	tion for field operations between participating Fed-11
44	44	eral, State, local, and Tribal agencies, as needed. 12
45	45	(2) Coordinating operations across participating 13
46	46	Federal, State, local, and Tribal agencies, as needed, 14
47	47	including ground, air, and sea or amphibious oper-15
48	48	ations. 16
49	49	(3) Coordinating and supporting border oper-17
50	50	ations, including deterring and detecting criminal ac-18
51	51	tivity related to— 19
52	52	(A) transnational criminal organizations; 20
53	53	(B) illegal border crossings; 21
54	54	(C) the seizure of weapons; 22
55	55	(D) the seizure of drugs; 23
56	56	(E) the seizure of high valued property; 24
57	57	(F) terrorism; 25

62	62	(H) drug trafficking; and 2
63	63	(I) such additional matters as the Sec-3
64	64	retary considers appropriate. 4

66	66	NFORMATION SHARING.—To ensure effective 5
67	67	transmission of information between participating Fed-6
68	68	eral, State, local, and Tribal agencies, for purposes of sub-7
69	69	section (b), coordination and communication shall in-8
70	70	clude— 9
71	71	(1) Federal agencies sharing pertinent informa-10
72	72	tion with participating State, local, and Tribal agen-11
73	73	cies through the Centers; and 12
74	74	(2) Federal agencies notifying participating 13
75	75	State, local, and Tribal agencies of operations occur-14
76	76	ring within the jurisdictions of those agencies. 15

78	78	ORKFORCE CAPABILITIES.—The Centers 16
79	79	shall— 17
80	80	(1) track and coordinate deployment of partici-18
81	81	pating personnel; and 19
82	82	(2) coordinate training, as needed. 20

84	84	EPORT.—Not later than one year after the date 21
85	85	of the enactment of this Act and annually thereafter, the 22
86	86	Secretary shall consult with participating Federal agen-23
87	87	cies, and shall seek feedback from participating State, 24
88	88	local, and Tribal agencies, to report to Congress— 25

93	93	establish the Centers; 2
94	94	(2) an identification of the resources used for 3
95	95	the operations of the Centers; 4
96	96	(3) a description of the key operations coordi-5
97	97	nated and supported by each Center; 6
98	98	(4) a description of any significant interoper-7
99	99	ability and communication gaps identified between 8
100	100	participating Federal, State, local, and Tribal agen-9
101	101	cies within each Center; 10
102	102	(5) recommendations for improved coordination 11
103	103	and communication between participating Federal 12
104	104	agencies in developing and operating current and fu-13
105	105	ture Centers; and 14
106	106	(6) other data as the Secretary determines ap-15
107	107	propriate. 16

109	109	EFINITIONS.—In this section: 17

111	111	ENTERS.—The term ‘‘Centers’’ means the 18
112	112	Joint Operations Centers established under section 19
113	113	3(a). 20
