2424 This Act may be cited as the ‘‘Youth Sports Facilities 4
2525 Act of 2025’’. 5

2929 SEC. 2. YOUTH SPORTS FACILITY ELIGIBILITY. 1
3030 Section 201 of the Public Works and Economic De-2
3131 velopment Act of 1965 (42 U.S.C. 3141) is amended— 3
3232 (1) in subsection (a)(1), by inserting ‘‘youth 4
3333 sports,’’ after ‘‘public service,’’; 5
3434 (2) in subsection (b)(1)(A), by inserting ‘‘or 6
3535 youth sports facilities’’ after ‘‘facilities’’; and 7
3636 (3) in subsection (c)— 8
3737 (A) in paragraph (7), by striking ‘‘or’’ at 9
3838 the end; 10
3939 (B) in paragraph (8), by striking the pe-11
4040 riod at the end and inserting a semicolon; and 12
4141 (C) by adding at the end the following: 13
4242 ‘‘(9) address and mitigate the mental and phys-14
4343 ical health impacts of sedentary lifestyles and obe-15
4444 sity on the health of a community by improving ac-16
4545 cess to recreational space, including by developing 17
4646 youth sports facilities serving the community; 18
4747 ‘‘(10) benefit highly rural communities without 19
4848 adequate tax revenues to invest in active lifestyle in-20
4949 frastructure; 21
5050 ‘‘(11) primarily serve children who— 22
5151 ‘‘(A) are from low-income families in rural 23
5252 or underserved communities; 24

6262 ‘‘(12) support youth sports and recreation to 7
6363 spur economic development, with a focus on urban 8
6464 and rural communities lacking facilities; or 9
6565 ‘‘(13) promote job creation through youth 10
6666 sports facilities and adjacent businesses that support 11
6767 such facilities.’’. 12
