A BILL 
To require the Secretary of Agriculture to carry out research 
and development with respect to winter canola, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Winter Canola Study 4
Act of 2025’’. 5
SEC. 2. PURPOSES AND FINDINGS. 6
(a) P
URPOSES.—The purposes of this Act are the fol-7
lowing: 8
(1) To ensure the continued growth of clean 9
and sustainable feedstocks, supported by new crop 10

insurance products that recognize double-cropping 1
systems. 2
(2) To recognize the importance and regionality 3
characteristics of winter canola grown rotationally or 4
as a double-crop and the economic and environ-5
mental benefits to producers. 6
(3) To recognize that by investing in lower car-7
bon-intensity renewable fuels, such as those pro-8
duced from winter canola crops, the United States 9
can provide sustainable fuels, create jobs, enhance 10
our rural communities, and bolster our national se-11
curity. 12
(b) F
INDINGS.—Congress finds the following: 13
(1) Winter Canola improves farm economics. 14
(2) Oil from winter canola is a source of renew-15
able energy as a feedstock for biodiesel, renewable 16
diesel, and jet biofuel. 17
(3) Winter canola oil-based renewable fuels re-18
duce greenhouse gas emissions by over 50 percent 19
compared to conventional fuels. 20
(4) Expanding winter canola production will 21
provide additional feedstock to meet growing renew-22
able fuel demand without bringing new land into 23
production. 24

SEC. 3. STUDY OF INCLUSION OF CERTAIN OILSEED CROPS 1
UNDER DOUBLE AND ROTATIONAL CROP-2
PING POLICIES. 3
Section 522(c) of the Federal Crop Insurance Act (7 4
4 U.S.C. 1522(c)) is amended by adding at the end the 5
following: 6
‘‘(20) D
OUBLE CROPPING AND ROTATIONAL 7
CROPPING OF CERTAIN OILSEED CROPS .— 8
‘‘(A) D
EFINITION OF COVERED OILSEED 9
CROPS.—In this paragraph, the term ‘covered 10
oilseed crops’ means rapeseed and canola crops 11
that— 12
‘‘(i) require a period of cold tempera-13
tures (vernalization) before the plants will 14
produce flowers and seeds; and 15
‘‘(ii) are planted and harvested on 16
land that would otherwise be idle in a rota-17
tion pattern. 18
‘‘(B) R
ESEARCH AND DEVELOPMENT .— 19
The Corporation shall carry out research and 20
development, or offer to enter into 1 or more 21
contracts with 1 or more qualified persons to 22
carry out research and development, with re-23
spect to the inclusion of covered oilseed crops 24
under double cropping and rotational cropping 25
policies. 26

‘‘(C) REQUIREMENTS.—The research and 1
development carried out pursuant to subpara-2
graph (B) shall be conducted in consultation 3
with stakeholders to evaluate— 4
‘‘(i) the factors impacting availability 5
and cost of crop insurance when incor-6
porating covered oilseed crops into double 7
cropping and rotational cropping policies; 8
and 9
‘‘(ii) the potential risk management 10
benefits associated with incorporating cov-11
ered oilseed crops into double cropping and 12
rotational cropping policies, including risk 13
management benefits to soil health, bio-14
diversity, and the profitability of farming 15
operations. 16
‘‘(D) E
MPHASIS.—In awarding contracts 17
under subparagraph (B), the Corporation may 18
place emphasis on qualified persons that— 19
‘‘(i) have previous research experience 20
with covered oilseed crops; and 21
‘‘(ii) have access to a facility with the 22
capacity to carry out the applicable re-23
search.’’. 24

SEC. 4. NATIONAL INSTITUTE OF FOOD AND AGRICULTURE 1
RESEARCH ON SUPPLEMENTAL AND ALTER-2
NATIVE CROPS. 3
Section 1473D of the Food and Agriculture Act of 4
1977 (7 U.S.C. 3319d) is amended— 5
(1) in subsection (c)(3)— 6
(A) in subparagraph (E), by striking 7
‘‘and’’ at the end; 8
(B) by redesignating subparagraph (F) as 9
subparagraph (G); and 10
(C) by inserting after subparagraph (E) 11
the following: 12
‘‘(F) to examine potential benefits and opportu-13
nities for supplemental and alternative crops (includ-14
ing winter rapeseed and winter canola); and’’; and 15
(2) in subsection (e), 16
(A) in paragraph (2), by striking ‘‘and’’ at 17
the end; 18
(B) in paragraph (3), by striking the pe-19
riod at the end and inserting ‘‘; and’’; and 20
(C) by adding at the end the following: 21
‘‘(4) $10,000,000 for each of fiscal years 2024 22
through 2029.’’. 23
SEC. 5. REPORT TO CONGRESS. 24
Not later than 13 months after the date of enactment 25
of this Act, the Corporation shall submit to the Committee 26

on Agriculture of the House of Representatives and the 1
Committee on Agriculture, Nutrition, and Forestry of the 2
Senate a report that describes— 3
(1) the results of the research and development 4
carried out under the amendments made by section 5
3; and 6
(2) any recommendations with respect to those 7
results. 8
