14	14	dents who have engaged in antisemitic activities, and
15	15	for other purposes.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘No Visas for Anti- 4
20	20	Semitic Students Act’’. 5
21	21	SEC. 2. VISA REVOCATION OR DENIAL FOR STUDENTS EN-6
22	22	GAGING IN ANTISEMITIC ACTIVITIES. 7
23	23	(a) I
24	24	NGENERAL.—The Secretary of State shall re-8
25	25	voke or deny a visa under subparagraph (F) or (M) of 9
26	26	section 101(a)(15) of the Immigration and Nationality Act 10

30	30	(8 U.S.C. 1101(a)(15)) to any alien who, on or after the 1
31	31	date of enactment of this Act— 2
32	32	(1) engages in prohibited antisemitic conduct; 3
33	33	and 4
34	34	(2) is determined by the Secretary of State, 5
35	35	pursuant to section 237(a)(4)(C)(i) of the Immigra-6
36	36	tion and Nationality Act (8 U.S.C. 7
37	37	1227(a)(4)(C)(i)), to pose potentially serious adverse 8
38	38	foreign policy consequences for the United States 9
39	39	through such conduct. 10
40	40	(b) D
41	41	EFINITIONS.—In this section: 11
42	42	(1) A
43	43	NTISEMITISM.—The term ‘‘antisemitism’’ 12
44	44	means the definition adopted on May 26, 2016, by 13
45	45	the International Holocaust Remembrance Alliance, 14
46	46	of which the United States is a member, as adopted 15
47	47	by the Department of State, including the ‘‘contem-16
48	48	porary examples of antisemitism’’ identified therein. 17
49	49	(2) P
50	50	ROHIBITED ANTISEMITIC CONDUCT .—The 18
51	51	term ‘‘prohibited antisemitic conduct’’ means— 19
52	52	(A) engaging in a physical act of violence, 20
53	53	vandalism, or harassment targeting a Jewish 21
54	54	individual, their property, a community institu-22
55	55	tion, or religious facility, with intent to intimi-23
56	56	date or harm based on based on the Jewish 24

60	60	identity or affiliation of the individual or prop-1
61	61	erty targeted; or 2
62	62	(B) providing material support (including 3
63	63	funding, organizing, or inciting) to a person 4
64	64	knowing that the person intended to use such 5
65	65	support to engage in an act described in sub-6
66	66	paragraph (A). 7
67	67	SEC. 3. TERMS OF NONIMMIGRANT STATUS FOR STUDENTS. 8
68	68	Section 214 of the Immigration and Nationality Act 9
69	69	(8 U.S.C. 1184) is amended by adding at the end the fol-10
70	70	lowing: 11
71	71	‘‘(s)(1) An alien may not be granted or maintain non-12
72	72	immigrant status under subparagraph (F) or (M) of sec-13
73	73	tion 101(a)(15) if the alien engages in prohibited 14
74	74	antisemitic conduct and the Secretary of State determines, 15
75	75	pursuant to section 237(a)(4)(C)(i), that such conduct 16
76	76	would have potentially serious adverse foreign policy con-17
77	77	sequences for the United States. 18
78	78	‘‘(2) If the Secretary of State determines that an 19
79	79	alien who has been granted nonimmigrant status under 20
80	80	subparagraph (F) or (M) of section 101(a)(15) has en-21
81	81	gaged in prohibited antisemitic conduct, and that, as de-22
82	82	scribed in section 237(a)(4)(C)(i), such alien or such 23
83	83	alien’s conduct poses potentially serious adverse foreign 24

87	87	policy consequences for the United States, the Secretary 1
88	88	shall revoke the alien’s visa. 2
89	89	‘‘(3) In this subsection: 3
90	90	‘‘(A) The term ‘antisemitism’ means the defini-4
91	91	tion adopted on May 26, 2016, by the International 5
92	92	Holocaust Remembrance Alliance, of which the 6
93	93	United States is a member, as adopted by the De-7
94	94	partment of State, including the ‘contemporary ex-8
95	95	amples of antisemitism’ identified therein. 9
96	96	‘‘(B) The term ‘prohibited antisemitic conduct’ 10
97	97	means— 11
98	98	‘‘(i) engaging in a physical act of violence, 12
99	99	vandalism, or harassment targeting a Jewish 13
100	100	individual, their property, a community institu-14
101	101	tion, or religious facility, with intent to intimi-15
102	102	date or harm based on based on the Jewish 16
103	103	identity or affiliation of the individual or prop-17
104	104	erty targeted; or 18
105	105	‘‘(ii) providing material support (including 19
106	106	funding, organizing, or inciting) to a person 20
107	107	knowing that the person intended to use such 21
108	108	support to engage in an act described in clause 22
109	109	(i).’’. 23
