1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘No Visas for Anti- 4
2020 Semitic Students Act’’. 5
2121 SEC. 2. VISA REVOCATION OR DENIAL FOR STUDENTS EN-6
2222 GAGING IN ANTISEMITIC ACTIVITIES. 7
2323 (a) I
2424 NGENERAL.—The Secretary of State shall re-8
2525 voke or deny a visa under subparagraph (F) or (M) of 9
2626 section 101(a)(15) of the Immigration and Nationality Act 10

3030 (8 U.S.C. 1101(a)(15)) to any alien who, on or after the 1
3131 date of enactment of this Act— 2
3232 (1) engages in prohibited antisemitic conduct; 3
3333 and 4
3434 (2) is determined by the Secretary of State, 5
3535 pursuant to section 237(a)(4)(C)(i) of the Immigra-6
3636 tion and Nationality Act (8 U.S.C. 7
3737 1227(a)(4)(C)(i)), to pose potentially serious adverse 8
3838 foreign policy consequences for the United States 9
3939 through such conduct. 10

4141 EFINITIONS.—In this section: 11
4242 (1) A
4343 NTISEMITISM.—The term ‘‘antisemitism’’ 12
4444 means the definition adopted on May 26, 2016, by 13
4545 the International Holocaust Remembrance Alliance, 14
4646 of which the United States is a member, as adopted 15
4747 by the Department of State, including the ‘‘contem-16
4848 porary examples of antisemitism’’ identified therein. 17

5050 ROHIBITED ANTISEMITIC CONDUCT .—The 18
5151 term ‘‘prohibited antisemitic conduct’’ means— 19
5252 (A) engaging in a physical act of violence, 20
5353 vandalism, or harassment targeting a Jewish 21
5454 individual, their property, a community institu-22
5555 tion, or religious facility, with intent to intimi-23
5656 date or harm based on based on the Jewish 24

6161 erty targeted; or 2
6262 (B) providing material support (including 3
6363 funding, organizing, or inciting) to a person 4
6464 knowing that the person intended to use such 5
6565 support to engage in an act described in sub-6
6666 paragraph (A). 7
6767 SEC. 3. TERMS OF NONIMMIGRANT STATUS FOR STUDENTS. 8
6868 Section 214 of the Immigration and Nationality Act 9
6969 (8 U.S.C. 1184) is amended by adding at the end the fol-10
7070 lowing: 11
7171 ‘‘(s)(1) An alien may not be granted or maintain non-12
7272 immigrant status under subparagraph (F) or (M) of sec-13
7373 tion 101(a)(15) if the alien engages in prohibited 14
7474 antisemitic conduct and the Secretary of State determines, 15
7575 pursuant to section 237(a)(4)(C)(i), that such conduct 16
7676 would have potentially serious adverse foreign policy con-17
7777 sequences for the United States. 18
7878 ‘‘(2) If the Secretary of State determines that an 19
7979 alien who has been granted nonimmigrant status under 20
8080 subparagraph (F) or (M) of section 101(a)(15) has en-21
8181 gaged in prohibited antisemitic conduct, and that, as de-22
8282 scribed in section 237(a)(4)(C)(i), such alien or such 23
8383 alien’s conduct poses potentially serious adverse foreign 24

8888 shall revoke the alien’s visa. 2
8989 ‘‘(3) In this subsection: 3
9090 ‘‘(A) The term ‘antisemitism’ means the defini-4
9191 tion adopted on May 26, 2016, by the International 5
9292 Holocaust Remembrance Alliance, of which the 6
9393 United States is a member, as adopted by the De-7
9494 partment of State, including the ‘contemporary ex-8
9595 amples of antisemitism’ identified therein. 9
9696 ‘‘(B) The term ‘prohibited antisemitic conduct’ 10
9797 means— 11
9898 ‘‘(i) engaging in a physical act of violence, 12
9999 vandalism, or harassment targeting a Jewish 13
100100 individual, their property, a community institu-14
101101 tion, or religious facility, with intent to intimi-15
102102 date or harm based on based on the Jewish 16
103103 identity or affiliation of the individual or prop-17
104104 erty targeted; or 18
105105 ‘‘(ii) providing material support (including 19
106106 funding, organizing, or inciting) to a person 20
107107 knowing that the person intended to use such 21
108108 support to engage in an act described in clause 22
109109 (i).’’. 23
