21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘Mobile Post Office Re-4
24	24	lief Act’’. 5

30	30	NGENERAL.—Chapter 4 of title 39, United 2
31	31	States Code, is amended by adding at the end the fol-3
32	32	lowing new section: 4
33	33	‘‘§ 417. Deployment of mobile retail units 5
34	34	‘‘(a) I
35	35	NGENERAL.—Not later than three business 6
36	36	days after the date on which a postal retail facility be-7
37	37	comes a covered postal retail facility, the Postal Service 8
38	38	shall station in the geographic area served by the covered 9
39	39	postal retail facility a vehicle or mobile facility of the Post-10
40	40	al Service that shall provide the services described in sub-11
41	41	section (b) to the extent that the covered postal retail facil-12
42	42	ity provided such services immediately before temporarily 13
43	43	ceasing to provide retail postal services. 14
44	44	‘‘(b) R
45	45	ETAILPOSTALSERVICES.—The services de-15
46	46	scribed in this subsection are the following services not 16
47	47	available from the covered postal retail facility: 17
48	48	‘‘(1) Retail postal services, including the sale of 18
49	49	boxes and other packaging material sold by the 19
50	50	Postal Service. 20
51	51	‘‘(2) A means for holders of post office boxes at 21
52	52	the covered postal facility to receive mail sent to the 22
53	53	post office box of such holder. 23
54	54	‘‘(3) Providing, accepting, and processing forms 24
55	55	necessary for persons to request a change of mailing 25

59	59	address or a temporary halt to the delivery of mail 1
60	60	to such person. 2
61	61	‘‘(c) D
62	62	URATION.—For each covered postal retail facil-3
63	63	ity, the Postal Service shall provide the services required 4
64	64	under subsection (a) using a vehicle or mobile facility of 5
65	65	the Postal Service until the covered postal retail facility 6
66	66	ceases to be a covered postal retail facility. 7
67	67	‘‘(d) D
68	68	EFINITIONS.—In this Act: 8
69	69	‘‘(1) C
70	70	OVERED POSTAL RETAIL FACILITY .—The 9
71	71	term ‘covered postal retail facility’ means a postal 10
72	72	retail facility that— 11
73	73	‘‘(A) is located not less than half a mile 12
74	74	away from all other postal retail facilities; 13
75	75	‘‘(B) is temporarily not providing retail 14
76	76	postal services; 15
77	77	‘‘(C) has not provided such services in the 16
78	78	immediately preceding 60-day period; and 17
79	79	‘‘(D) in the case of a postal retail facility 18
80	80	operated by a contractor, the contractor ceased 19
81	81	providing such services at such facility prior to 20
82	82	the expiration or termination by the Postal 21
83	83	Service of the contract or other agreement 22
84	84	under which the contractor was providing such 23
85	85	services at such facility. 24

89	89	‘‘(2) POSTAL RETAIL FACILITY .—The term 1
90	90	‘postal retail facility’ means a facility, other than a 2
91	91	mobile facility— 3
92	92	‘‘(A) of the Postal Service providing retail 4
93	93	postal services: or 5
94	94	‘‘(B) operated by a contractor, at which 6
95	95	the contractor provides retail postal services 7
96	96	under a contract or other agreement with the 8
97	97	Postal Service.’’. 9
98	98	(b) A
99	99	PPLICABILITY.— 10
100	100	(1) I
101	101	N GENERAL.—Except as provided by para-11
102	102	graph (2), section 417 of title 39, United States 12
103	103	Code, shall apply with respect to each postal retail 13
104	104	facility that, as of the date of the enactment of this 14
105	105	Act, is a covered postal retail facility in the same 15
106	106	manner as if such postal retail facility became a cov-16
107	107	ered postal retail facility immediately after the en-17
108	108	actment of this Act. 18
109	109	(2) D
110	110	EADLINE.—For the purposes of applying 19
111	111	section 417 of title 39, United States Code, to a cov-20
112	112	ered postal retail facility under paragraph (1), the 21
113	113	Postal Service shall be deemed to comply with sub-22
114	114	section (a) of such section if, not later than 30 days 23
115	115	after the date of the enactment of this Act, the Post-24
116	116	al Service stations in the geographic area served by 25

124	124	OVERED POSTAL RETAIL FACILITY ; POST-4
125	125	AL RETAIL FACILITY.—In this subsection, the terms 5
126	126	‘‘covered postal retail facility’’ and ‘‘postal retail fa-6
127	127	cility’’ have the meanings given such terms in sec-7
128	128	tion 417(d) of title 39, United States Code. 8

130	130	LERICALAMENDMENT.—The table of sections 9
131	131	for chapter 4 of title 39, United States Code, is amended 10
132	132	by adding at the end the following new item: 11
133	133	‘‘417. Deployment of mobile retail units.’’.
