17	17	To amend titles 10 and 38, United States Code, to make
18	18	certain improvements in the Transition Assistance Pro-
19	19	gram and Solid Start Program to address mental health
20	20	issues, and for other purposes.
21	21	Be it enacted by the Senate and House of Representa-1
22	22	tives of the United States of America in Congress assembled, 2
23	23	SECTION 1. SHORT TITLE. 3
24	24	This Act may be cited as the ‘‘Daniel J. Harvey, Jr. 4
25	25	and Adam Lambert Improving Servicemember Transition 5
26	26	to Reduce Veteran Suicide Act’’. 6

32	32	DEPARTMENT OF DEFENSE AND THE SOLID 3
33	33	START PROGRAM OF THE DEPARTMENT OF 4
34	34	VETERANS AFFAIRS. 5
35	35	(a) T
36	36	RANSITIONASSISTANCEPROGRAM OF THE DE-6
37	37	PARTMENT OF DEFENSE.—Section 1142(b) of title 10, 7
38	38	United States Code, is amended— 8
39	39	(1) in paragraph (5), by inserting ‘‘(11),’’ be-9
40	40	fore ‘‘and (16)’’; and 10
41	41	(2) by striking paragraph (11) and inserting 11
42	42	the following: 12
43	43	‘‘(11) Information concerning mental health, in-13
44	44	cluding— 14
45	45	‘‘(A) the availability of mental health serv-15
46	46	ices furnished by the Secretary concerned, the 16
47	47	Secretary of Defense, the Secretary of Veterans 17
48	48	Affairs, or a non-profit entity; 18
49	49	‘‘(B) the treatment of post-traumatic 19
50	50	stress disorder, traumatic brain injury, anxiety 20
51	51	disorders, depression, chronic pain, sleep dis-21
52	52	orders, suicidal ideation, or other mental health 22
53	53	conditions associated with service in the armed 23
54	54	forces; 24
55	55	‘‘(C) the risk of suicide, including signs, 25
56	56	symptoms, and risk factors (including adverse 26

61	61	order, homelessness, unemployment, and rela-2
62	62	tionship strain); 3
63	63	‘‘(D) the availability of treatment options 4
64	64	and resources to address substance abuse, in-5
65	65	cluding alcohol, prescription drug, and opioid 6
66	66	abuse; 7
67	67	‘‘(E) the potential effects of the loss of 8
68	68	community and support systems experienced by 9
69	69	a member separating from the armed forces; 10
70	70	‘‘(F) isolation from family, friends, or soci-11
71	71	ety; and 12
72	72	‘‘(G) the potential stressors associated with 13
73	73	separation from the armed forces.’’. 14

75	75	OLIDSTARTPROGRAM OF THE DEPARTMENT 15
76	76	OFVETERANSAFFAIRS.—Section 6320(b)(1) of title 38, 16
77	77	United States Code, is amended— 17
78	78	(1) by redesignating subparagraphs (G) and 18
79	79	(H) as subparagraphs (I) and (J), respectively; and 19
80	80	(2) by inserting after subparagraph (F) the fol-20
81	81	lowing new subparagraphs: 21
82	82	‘‘(G) assisting eligible veterans who elect to en-22
83	83	roll in the system of patient enrollment under sec-23
84	84	tion 1705(a) of this title; 24

89	89	and counseling services available through the Vet-2
90	90	erans Health Administration;’’. 3

92	92	EPORT.— 4
93	93	(1) I
94	94	N GENERAL.—Not later than one year 5
95	95	after the date of the enactment of this Act, the Sec-6
96	96	retary of Defense and the Secretary of Veterans Af-7
97	97	fairs shall jointly submit to the appropriate congres-8
98	98	sional committees a report on the information and 9
99	99	materials developed pursuant to the amendments 10
100	100	made by this Act. 11

102	102	PPROPRIATE CONGRESSIONAL COMMIT -12
103	103	TEES DEFINED.—In this subsection, the term ‘‘ap-13
104	104	propriate congressional committees’’ means— 14
105	105	(A) the Committee on Armed Services and 15
106	106	the Committee on Veterans’ Affairs of the Sen-16
107	107	ate; and 17
108	108	(B) the Committee on Armed Services and 18
109	109	the Committee on Veterans’ Affairs of the 19
110	110	House of Representatives. 20
