A BILL
To amend the Agricultural Act of 2014 with respect to
the Acer access and development program, and for other
purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Supporting All Pro-4
ducers Act of 2025’’ or the ‘‘SAP Act of 2025’’. 5
SEC. 2. ACER ACCESS AND DEVELOPMENT PROGRAM. 6
Section 12306 of the Agricultural Act of 2014 (7 7
U.S.C. 1632c) is amended— 8
(1) by redesignating subsections (e) and (f) as 9
subsections (f) and (g), respectively; 10

(2) by inserting after subsection (d) the fol-1
lowing: 2
‘‘(e) C
ONSULTATIONS.— 3
‘‘(1) I
N GENERAL.—Beginning with the first re-4
quest for applications under this section that occurs 5
at least 1 year after the date of the enactment of 6
the SAP Act of 2025, not later than 6 months be-7
fore such a request for applications, the Secretary 8
shall solicit input from maple industry stakeholders 9
with respect to the research and education priorities 10
of the maple industry. 11
‘‘(2) C
ONSIDERATION.—The Secretary shall 12
consider the information provided through the con-13
sultation required under paragraph (1) when making 14
grants under this section.’’; and 15
(3) in subsection (g), as so redesignated, by 16
striking ‘‘2023’’ and inserting ‘‘2030’’. 17
