To amend the Homeland Security Act of 2002 to make
certain improvements with respect to the Officer for Civil
Rights and Civil Liberties of the Department of Home-
land Security, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Department of Home-4
land Security Officer for Civil Rights and Civil Liberties 5
Act’’. 6

SEC. 2. OFFICER FOR CIVIL RIGHTS AND CIVIL LIBERTIES. 1
Section 705 of the Homeland Security Act of 2002 2
(6 U.S.C. 345) is amended— 3
(1) in subsection (a), by inserting ‘‘appointed 4
pursuant to section 103(d)(3),’’ before ‘‘who shall 5
report’’; 6
(2) by redesignating subsection (b) as sub-7
section (c); and 8
(3) by inserting after subsection (a) the fol-9
lowing new subsection: 10
‘‘(b) A
SSIGNMENT OF PERSONNEL.—The Secretary 11
shall assign to the Officer permanent staff and resources 12
to assist the Officer in carrying out the duties of the Offi-13
cer under subsection (a).’’. 14
