1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Protect National Serv-4
1919 ice Act’’. 5
2020 SEC. 2. FINDINGS; SENSE OF CONGRESS. 6
2121 (a) F
2222 INDINGS.—Congress finds the following: 7
2323 (1) A recent study from Voices for National 8
2424 Service found that every $1 in Federal taxes in-9

3030 (2) Over the last 30 years, more than 900,000 3
3131 Americans have served as AmeriCorps members, 4
3232 contributing more than 1,200,000,000 hours of serv-5
3333 ice to their communities and accounting for a value 6
3434 of more than $38,000,000,000 across every United 7
3535 States State and United States Territory. 8
3636 (3) The statute first authorizing the agency, 9
3737 and subsequent reform efforts, have received strong 10
3838 bipartisan support over multiple decades, including 11
3939 from Presidential administrations of both parties. 12

4141 ENSE OFCONGRESS.—It is the sense of Con-13
4242 gress that— 14
4343 (1) any reform or reorganization of the Cor-15
4444 poration for National and Community Service should 16
4545 be done— 17
4646 (A) in accordance with existing laws; 18
4747 (B) in a manner that maintains the United 19
4848 States support for national service; 20
4949 (C) in a manner that allows the National 21
5050 Service Trust to continue to meet all of its obli-22
5151 gations to participants in AmeriCorps; and 23
5252 (D) in a manner that maintains the Fed-24
5353 eral Government’s active role in meeting unmet 25

5858 safety needs, as well as in renewing the ethic of 2
5959 civic responsibility by encouraging citizens to 3
6060 participate in national service programs; and 4
6161 (2) only an act of Congress can eliminate the 5
6262 Corporation for National and Community Service as 6
6363 a Government corporation, as defined in section 103 7
6464 of title 5, United States Code. 8
6565 SEC. 3. PROHIBITION OF FUNDS TO ELIMINATE THE COR-9
6666 PORATION FOR NATIONAL AND COMMUNITY 10
6767 SERVICE. 11
6868 (a) I
6969 NGENERAL.—Consistent with section 1413 of 12
7070 the Omnibus Consolidated and Emergency Supplemental 13
7171 Appropriations Act of 1999 (22 U.S.C. 6563), no Federal 14
7272 funds appropriated or otherwise made available by the 15
7373 American Relief Act, 2025 (Public Law 118–158) or any 16
7474 other or prior appropriations Act may be made available 17
7575 to eliminate the status of the Corporation for National and 18
7676 Community Service as a Government corporation, as de-19
7777 fined in section 103 of title 5, United States Code. 20

7979 ULE OFCONSTRUCTION.—Nothing in this sec-21
8080 tion shall be construed to indicate that the elimination, 22
8181 dismantlement, or subsummation of the Corporation for 23
8282 National and Community Service is permissible under ex-24
8383 isting law. 25

8787 (c) CERTIFICATION.—Not later than 30 days after 1
8888 the date of enactment of this act, and annually for 5 years 2
8989 thereafter, the Chief Executive Officer of the Corporation 3
9090 for National and Community Service shall certify to the 4
9191 appropriate Committees compliance with this section. 5
9292 (d) A
9393 PPROPRIATECOMMITTEES OF CONGRESSDE-6
9494 FINED.—In this section, the term ‘‘appropriate commit-7
9595 tees of Congress’’ means— 8
9696 (1) the Committee on Education and Workforce 9
9797 of the House of Representatives; and 10
9898 (2) the Committee on Health, Education, 11
9999 Labor, and Pensions of the Senate. 12
