15	15	Be it enacted by the Senate and House of Representa-1
16	16	tives of the United States of America in Congress assembled, 2
17	17	SECTION 1. SHORT TITLE. 3
18	18	This Act may be cited as the ‘‘Start Applying Labor 4
19	19	Transparency Act’’ or ‘‘SALT Act’’. 5
20	20	SEC. 2. LABOR-MANAGEMENT REPORTING AND DISCLO-6
21	21	SURE ACT OF 1959. 7

31	31	(1) by redesignating subsections (c) through (e) 3
32	32	as subsections (d) through (f), respectively; and 4
33	33	(2) by inserting after subsection (b) the fol-5
34	34	lowing: 6
35	35	‘‘(c) Every labor organization who in any fiscal year 7
36	36	made— 8
37	37	‘‘(1) any payment or loan, direct or indirect, of 9
38	38	money or any other thing of value (including reim-10
39	39	bursed expenses), or any promise or agreement 11
40	40	therefor, to an employee, or a group or committee of 12
41	41	employees, of an employer (other than the labor or-13
42	42	ganization) for the purpose of causing such employee 14
43	43	or group or committee to persuade other employees 15
44	44	to exercise or not to exercise, or as the manner of 16
45	45	exercising, the right to organize and bargain collec-17
46	46	tively through representatives of their own choosing 18
47	47	unless such payments were contemporaneously or 19
48	48	previously disclosed to such other employees; 20
49	49	‘‘(2) any agreement or arrangement with a 21
50	50	labor relations consultant or other independent con-22
51	51	tractor or organization pursuant to which such con-23
52	52	sultant, independent contractor, or organization un-24
53	53	dertakes activities where an object thereof, directly 25

57	57	or indirectly, is to persuade employees to exercise or 1
58	58	not to exercise, or persuade employees as to the 2
59	59	manner of exercising, the right to organize and bar-3
60	60	gain collectively through representatives of their own 4
61	61	choosing, or undertakes to supply such labor organi-5
62	62	zation with information concerning the activities of 6
63	63	employees or an employer in connection with a labor 7
64	64	dispute involving such labor organization, except in-8
65	65	formation for use solely in conjunction with an ad-9
66	66	ministrative or arbitral proceeding or a criminal or 10
67	67	civil judicial proceeding; or 11
68	68	‘‘(3) any payment (including reimbursed ex-12
69	69	penses) pursuant to an agreement or arrangement 13
70	70	described in paragraph (2); 14
71	71	shall file with the Secretary a report, in a form prescribed 15
72	72	by the Secretary, signed by its treasurer or corresponding 16
73	73	principal officers showing in detail the date and amount 17
74	74	of each such payment, loan, promise, agreement, or ar-18
75	75	rangement and the name, address, and position, if any, 19
76	76	of any firm or person to whom it was made and a full 20
77	77	explanation of the circumstances of all such payments, in-21
78	78	cluding the terms of any agreement or understanding pur-22
79	79	suant to which they were made. This shall include the 23
80	80	name of any employer targeted by such individual and the 24
81	81	location of the employer’s targeted facility.’’. 25

93	93	N GENERAL.—Section 202 of the Labor- 6
94	94	Management Reporting and Disclosure Act of 1959 7
95	95	(29 U.S.C. 432) is amended— 8
96	96	(A) by redesignating subsection (c) as sub-9
97	97	section (d); and 10
98	98	(B) by inserting after subsection (b) the 11
99	99	following: 12
100	100	‘‘(c) Every person who receives payment or loan, di-13
101	101	rect or indirect, of money or any other thing of value (in-14
102	102	cluding reimbursed expenses), or any promise or agree-15
103	103	ment therefor from another to seek employment with a 16
104	104	third party where an object thereof is in whole or in part, 17
105	105	directly or indirectly— 18
106	106	‘‘(1) persuade employees of the third party to 19
107	107	exercise or not to exercise, or as to the manner of 20
108	108	exercising, the right to organize and bargain collec-21
109	109	tively through representatives of their own choosing; 22
110	110	or 23
111	111	‘‘(2) supply a labor organization with informa-24
112	112	tion concerning the activities of employees or agents 25

116	116	of third party in connection with a labor dispute in-1
117	117	volving such third part, except information for use 2
118	118	solely in conjunction with an administrative or arbi-3
119	119	tral proceeding or a criminal or civil judicial pro-4
120	120	ceeding; 5
121	121	shall file within thirty days after entering into such agree-6
122	122	ment or arrangement a report with the Secretary, signed 7
123	123	by its treasurer or corresponding principal officers, con-8
124	124	taining the name under which such person is engaged in 9
125	125	doing business and the address of its principal office, and 10
126	126	a detailed statement of the terms and conditions of such 11
127	127	agreement or arrangement. Every such person shall file 12
128	128	annually, with respect to each fiscal year during which 13
129	129	payments were made as a result of such an agreement or 14
130	130	arrangement, a report with the Secretary, signed by its 15
131	131	president and treasurer or corresponding principal offi-16
132	132	cers, containing a statement (A) of its receipts of any kind 17
133	133	from labor organizations on account of labor relations ad-18
134	134	vice or services, designating the sources thereof, and (B) 19
135	135	of its disbursements of any kind, in connection with such 20
136	136	services and the purposes thereof. In each such case such 21
137	137	information shall be set forth in such categories as the 22
138	138	Secretary may prescribe.’’. 23

145	145	Act of 1959 (29 U.S.C. 432) is amended in sub-1
146	146	section (d), as redesignated by paragraph (1), by 2
147	147	striking ‘‘under subsection (a)’’ and inserting ‘‘under 3
148	148	subsection (a) or (c)’’. 4
149	149	SEC. 3. REGULATIONS. 5
150	150	Not later than 6 months after the date of enactment 6
151	151	of this Act, the Secretary of Labor shall issue such regula-7
152	152	tions as are necessary to carry out the amendments made 8
153	153	by this Act. 9
