To express the sense of Congress regarding the exercise
by the Department of Veterans Affairs of the authority
under the Veterans Affairs Servicing Purchasing pro-
gram, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Foreclosure Assistance 4
Immediately Reinstated for Veterans Act of 2025’’ or the 5
‘‘FAIR Veterans Act of 2025’’. 6

PURCHASING PROGRAM. 4
(a) S
ENSE OFCONGRESS.—It is the sense of Con-5
gress that— 6
(1) the foreclosure on a home purchased by a 7
veteran with a loan guaranteed by the Department 8
of Veterans Affairs should be the last resort; and 9
(2) the Department should use the authority 10
under section 3732(a)(2) of title 38, United States 11
Code, and other authorities under the laws adminis-12
tered by the Secretary to help as many veterans as 13
possible keep their homes. 14
(b) C
LARIFICATIONREGARDINGVASP PROGRAM.— 15
Section 3732(a)(2)(A) of title 38, United States Code, is 16
amended by striking ‘‘Before’’ and inserting ‘‘The Sec-17
retary shall carry out a program under which the Sec-18
retary may pay the holder of the obligation the unpaid 19
balance of the obligation plus accrued interest and receive 20
an assignment of the loan and security. To participate in 21
