16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Higher Education 4
20	20	Loses Payments for Painful Experiments, Tests and Stud-5
21	21	ies Act’’ or the ‘‘HELP PETS Act’’. 6

27	27	CATION THAT CONDUCT PAINFUL RESEARCH 3
28	28	USING DOGS AND CATS. 4
29	29	(a) I
30	30	NGENERAL.—Beginning on the date that is 180 5
31	31	days after the date of the enactment of this Act, no Fed-6
32	32	eral funds may be made available to any institution of 7
33	33	higher education that conducts or funds, in whole or in 8
34	34	part, painful research on dogs or cats. 9
35	35	(b) E
36	36	XCEPTIONS.—Subsection (a) shall not apply 10
37	37	to— 11
38	38	(1) clinical veterinary research; or 12
39	39	(2) any physical exam, training program, or 13
40	40	study relating to service animals or military animals. 14

42	42	EFINITIONS.—In this section: 15
43	43	(1) C
44	44	LINICAL VETERINARY RESEARCH .—The 16
45	45	term ‘‘clinical veterinary research’’ means research 17
46	46	on a dog or cat with a naturally occurring disease 18
47	47	or injury that is conducted— 19
48	48	(A) for the benefit of the dog or cat; and 20
49	49	(B) with the intention of studying the ef-21
50	50	fect of a procedure, device, or treatment pro-22
51	51	tocol. 23

53	53	NSTITUTION OF HIGHER EDUCATION .—The 24
54	54	term ‘‘institution of higher education’’ has the 25

59	59	Education Act of 1965 (20 U.S.C. 1002). 2

61	61	ILITARY ANIMAL.—The term ‘‘military 3
62	62	animal’’ has the meaning given the term in section 4
63	63	2583(i)(1) of title 10, United States Code. 5

65	65	AINFUL RESEARCH .—The term ‘‘painful 6
66	66	research’’ includes any research, biomedical training, 7
67	67	experimentation, or biological testing classified in 8
68	68	pain category D or E by the Department of Agri-9
69	69	culture. 10

71	71	ERVICE ANIMAL.—The term ‘‘service ani-11
72	72	mal’’ has the meaning given the term in section 37.3 12
73	73	of title 49, Code of Federal Regulations. 13
