A BILL 
To amend title 31, United States Code, to authorize trans-
portation of officers and employees of Federal agencies 
returning from space, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Astronaut Safe Tem-4
porary Ride Options Act’’ or the ‘‘ASTRO Act’’. 5

SEC. 2. TRANSPORTATION OF ASTRONAUTS RETURNING 1
FROM SPACE. 2
(a) I
NGENERAL.—Subsection (b) of section 1344 of 3
title 31, United States Code, is amended— 4
(1) in paragraph (8), by striking ‘‘and’’ after 5
the semicolon; 6
(2) in paragraph (9), by striking the period and 7
inserting ‘‘; and’’; and 8
(3) by adding at the end the following new 9
paragraph: 10
‘‘(10) an officer or employee returning from 11
space when transportation is necessary for the per-12
formance of medical research, monitoring, diagnosis, 13
or treatment, or other official duties as approved by 14
the Administrator of the National Aeronautics and 15
Space Administration, prior to such officer or em-16
ployee receiving post-flight medical clearance to op-17
erate a motor vehicle.’’. 18
(b) R
EPORT.— 19
(1) I
N GENERAL.—Not later than one year 20
after the date of the enactment of this Act and an-21
nually thereafter, the Administrator of the National 22
Aeronautics and Space Administration shall submit 23
to the Committee on Science, Space, and Technology 24
and the Committee on Oversight and Accountability 25
of the House of Representatives and the Committee 26

on Commerce, Science, and Transportation and the 1
Committee on Homeland Security and Governmental 2
Affairs of the Senate a report on transportation 3
under paragraph (10) of section 1344(b) of title 31, 4
United States Code (as amended by subsection (a)). 5
(2) C
ONTENTS.—Each report under paragraph 6
(1) shall include, for the immediately preceding 12 7
month period, the following: 8
(A) For each officer or employee of a Fed-9
eral agency transported, the following: 10
(i) A description of such transpor-11
tation. 12
(ii) The name of any such officer or 13
employee who received such transportation. 14
(iii) Costs associated with such trans-15
portation. 16
(B) The total number of instances such 17
transportation was provided. 18
(C) The total cost of such transportation. 19
(c) P
ROHIBITION ONCERTAINFUNDING.—No addi-20
tional amounts are authorized to be appropriated to carry 21
out this Act or the amendments made by this Act. 22
