3333 This Act may be cited as the ‘‘Protecting the Mailing 4
3434 of Firearms Act’’. 5

4040 NGENERAL.—Section 1715 of title 18, United 2
4141 States Code, is repealed. 3

4343 PPLICATION TOPENDINGPROSECUTIONS.—The 4
4444 repeal made by this section shall apply to any cases under 5
4545 section 1715 of title 18, United States Code, that are 6
4646 pending on the date of enactment of this Act (including 7
4747 on appeal). 8

4949 LERICALAMENDMENT.—The table of sections 9
5050 for chapter 83 of title 18, United States Code, is amended 10
5151 by repealing item related to section 1715. 11
5252 SEC. 3. LIMITATION ON UNITED STATES POSTAL SERVICE 12
5353 RULES RELATING TO MAILING FIREARMS. 13
5454 The Postmaster General may not make a rule that— 14
5555 (1) prohibits or materially impedes the mailing 15
5656 of firearms, ammunition, or any component thereof; 16

5858 (2) requires, as a term of mailing a firearm, 18
5959 ammunition, or component thereof— 19
6060 (A) the disclosure of firearm, ammunition, 20
6161 or firearm or ammunition component sales re-21
6262 ceipts, firearms transaction records, or other 22
6363 customer records kept by Federal firearms li-23
6464 censees or ammunition sellers; or 24
