1919 To prevent violence in the West Bank and authorize the

2424 Be it enacted by the Senate and House of Representa-1
2525 tives of the United States of America in Congress assembled, 2
2626 SECTION 1. SHORT TITLE. 3
2727 This Act may be cited as the ‘‘West Bank Violence 4
2828 Prevention Act of 2025’’. 5

3232 SEC. 2. FINDINGS. 1
3333 Congress makes the following findings: 2
3434 (1) The situation in the West Bank—in par-3
3535 ticular high levels of extremist settler violence, 4
3636 forced displacement of people and villages, and prop-5
3737 erty destruction—has reached intolerable levels and 6
3838 constitutes a serious threat to the peace, security, 7
3939 and stability of the West Bank and Gaza, Israel, 8
4040 and the broader Middle East region. 9
4141 (2) These actions undermine the foreign policy 10
4242 objectives of the United States, including the viabil-11
4343 ity of a two-state solution and ensuring Israelis and 12
4444 Palestinians can attain equal measures of security, 13
4545 prosperity, and freedom. 14
4646 (3) They also undermine the security of Israel 15
4747 and have the potential to lead to broader regional 16
4848 destabilization across the Middle East, threatening 17
4949 United States personnel and interests. 18
5050 (4) These actions constitute an unusual and ex-19
5151 traordinary threat to the national security and for-20
5252 eign policy of the United States. 21
5353 SEC. 3. SANCTIONS. 22
5454 (a) I
5555 NGENERAL.—The President shall impose sanc-23
5656 tions described in subsection (b) with respect to any for-24
5757 eign person determined by the President to meet any of 25
5858 the following: 26

6262 (1) To be responsible for or complicit in, or to 1
6363 have directly or indirectly engaged or attempted to 2
6464 engage in any of the following: 3
6565 (A) Actions, including directing, enacting, 4
6666 implementing, enforcing, or failing to enforce 5
6767 policies, that threaten the peace, security, or 6
6868 stability of the West Bank. 7
6969 (B) Planning, ordering, otherwise direct-8
7070 ing, or participating in any of the following ac-9
7171 tions affecting the West Bank: 10
7272 (i) An act of violence or threat of vio-11
7373 lence targeting civilians. 12
7474 (ii) Efforts to place civilians in rea-13
7575 sonable fear of violence with the purpose or 14
7676 effect of necessitating a change of resi-15
7777 dence to avoid such violence. 16
7878 (iii) Property destruction. 17
7979 (iv) Seizure or dispossession of prop-18
8080 erty by private actors. 19
8181 (2) To be or have been a leader or official of— 20
8282 (A) an entity, including any government 21
8383 entity, that has engaged in, or whose members 22
8484 have engaged in, any of the activities described 23
8585 in paragraph (1), (5), or (6) related to the lead-24
8686 er’s or official’s tenure; or 25

9191 in property are blocked under this Act as a re-2
9292 sult of activities relating to the leader’s or offi-3
9393 cial’s tenure. 4
9494 (3) To have materially assisted, sponsored, or 5
9595 provided financial, material, or technological support 6
9696 for, or goods or services to or in support of, any per-7
9797 son blocked under this Act. 8
9898 (4) To be owned or controlled by, or to have 9
9999 acted or purported to act for or on behalf of, directly 10
100100 or indirectly, any person whose property and inter-11
101101 ests in property are blocked pursuant to subsection 12
102102 (b)(1). 13
103103 (5) To have committed or have attempted to 14
104104 commit, to pose a significant risk of committing, or 15
105105 to have participated in training to commit acts of 16
106106 terrorism affecting the West Bank. 17
107107 (6) To be a leader or official of an entity sanc-18
108108 tioned pursuant to paragraph (5). 19

110110 ANCTIONSDESCRIBED.—The sanctions de-20
111111 scribed in this subsection are the following: 21

115115 N GENERAL.—Notwithstanding the 23
116116 requirements of section 202 of the International 24
117117 Emergency Economic Powers Act (50 U.S.C. 25

122122 granted to the President by that Act to the ex-2
123123 tent necessary to block and prohibit all trans-3
124124 actions in all property and interests in property 4
125125 of any foreign person described in subsection 5
126126 (a) of this section, if such property and inter-6
127127 ests in property are in the United States, come 7
128128 within the United States, or are or come within 8
129129 the possession or control of a United States 9
130130 person, including any foreign branch. 10

132132 ATTERS TO BE INCLUDED .—The 11
133133 prohibitions in subparagraph (A) include— 12
134134 (i) the making of any contribution or 13
135135 provision of funds, goods, or services by, 14
136136 to, or for the benefit of any person whose 15
137137 property and interests in property are 16
138138 blocked pursuant to subparagraph (A); and 17
139139 (ii) the receipt of any contribution or 18
140140 provision of funds, goods, or services from 19
141141 any such person. 20

143143 ISAS, ADMISSION, OR PAROLE.— 21

145145 N GENERAL.—An alien who the Sec-22
146146 retary of State or the Secretary of Homeland 23
147147 Security (or a designee of one of such Secre-24

152152 scribed in subsection (a) is— 2
153153 (i) inadmissible to the United States; 3
154154 (ii) ineligible for a visa or other docu-4
155155 mentation to enter the United States; and 5
156156 (iii) otherwise ineligible to be admitted 6
157157 or paroled into the United States or to re-7
158158 ceive any other benefit under the Immigra-8
159159 tion and Nationality Act (8 U.S.C. 1101 et 9
160160 seq.). 10

162162 URRENT VISAS REVOKED .— 11
163163 (i) I
164164 N GENERAL.—The issuing con-12
165165 sular officer, the Secretary of State, or the 13
166166 Secretary of Homeland Security (or a des-14
167167 ignee of one of such Secretaries) shall, in 15
168168 accordance with section 221(i) of the Im-16
169169 migration and Nationality Act (8 U.S.C. 17
170170 1201(i)), revoke any visa or other entry 18
171171 documentation issued to an alien described 19
172172 in subparagraph (A) regardless of when 20
173173 the visa or other entry documentation is 21
174174 issued. 22

190190 XCEPTION TO COMPLY WITH INTER -8
191191 NATIONAL OBLIGATIONS .—Sanctions under sub-9
192192 section (b)(2) shall not apply with respect to the ad-10
193193 mission of an alien if admitting or paroling the alien 11
194194 into the United States is necessary to permit the 12
195195 United States to comply with the Agreement regard-13
196196 ing the Headquarters of the United Nations, signed 14
197197 at Lake Success June 26, 1947, and entered into 15
198198 force November 21, 1947, between the United Na-16
199199 tions and the United States, or other applicable 17
200200 international obligations. 18

202202 XCEPTION RELATING TO LAW ENFORCE -19
203203 MENT OBJECTIVES.—Sanctions under section (b)(2) 20
204204 may not be imposed if the Secretary of State or the 21
205205 Secretary of Homeland Security, as appropriate, so 22
206206 determines, based on a recommendation of the At-23
207207 torney General, that the person’s entry would fur-24

216216 ATIONAL SECURITY.—The Secretary of 4
217217 State or the Secretary of Homeland Security may 5
218218 waive the imposition of sanctions under section 6
219219 (b)(2) if the Secretary of State or the Secretary of 7
220220 Homeland Security, as appropriate, determines that 8
221221 the person’s entry would not be contrary to the in-9
222222 terests of the United States. 10

224224 RIOR NOTICE INAPPLICABLE .—The Sec-11
225225 retary of State or the Secretary of Homeland Secu-12
226226 rity, as appropriate, may, due to the threat to na-13
227227 tional security risks individuals sanctioned under 14
228228 this section and their actions pose and because of 15
229229 the ability to transfer funds and other assets instan-16
230230 taneously, waive prior notice to such persons of 17
231231 measures to be taken pursuant to this section as 18
232232 such notice would render those measures ineffectual, 19
233233 including for those persons whose property and in-20
234234 terests in property are blocked or affected by this 21
235235 section who might have a constitutional presence in 22
236236 the United States. 23

241241 Not later than 90 days after the date of the enact-2
242242 ment of this Act, and every 90 days thereafter, the Sec-3
243243 retary of the Treasury, in consultation with the Secretary 4
244244 of State, shall submit to the appropriate congressional 5
245245 committees a report on the implementation of this Act, 6
246246 including the names of any persons sanctioned by this Act. 7
247247 SEC. 5. DEFINITIONS. 8
248248 In this Act— 9
249249 (1) the term ‘‘appropriate congressional com-10
250250 mittees’’ means— 11
251251 (A) the Committee on Foreign Affairs and 12
252252 the Committee on Finance of the House of Rep-13
253253 resentatives; and 14
254254 (B) the Committee on Foreign Relations 15
255255 and the Committee on Banking, Housing, and 16
256256 Urban Affairs of the Senate; 17
257257 (2) the term ‘‘entity’’ means a partnership, as-18
258258 sociation, trust, joint venture, corporation, group, 19
259259 subgroup, or other organization; 20
260260 (3) the term ‘‘person’’ means an individual or 21
261261 entity; 22
262262 (4) the term ‘‘United States person’’ means— 23
263263 (A) a United States citizen; 24
264264 (B) a permanent resident alien of the 25
265265 United States; 26

270270 the United States or of any jurisdiction within 2
271271 the United States, including a foreign branch of 3
272272 such an entity; or 4
273273 (D) a person in the United States; and 5
274274 (5) the term ‘‘terrorism’’ means an activity 6
275275 that— 7
276276 (A) involves a violent act or an act dan-8
277277 gerous to human life, property, or infrastruc-9
278278 ture; and 10
279279 (B) appears to be intended— 11
280280 (i) to intimidate or coerce a civilian 12
281281 population; 13
282282 (ii) to influence the policy of a govern-14
283283 ment by intimidation or coercion; or 15
284284 (iii) to affect the conduct of a govern-16
285285 ment by mass destruction, assassination, 17
286286 kidnapping, or hostage-taking. 18
