Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Medicaid Empower-4
ment Act of 2025’’. 5

WAIVERS AND STATE PLAN AMENDMENTS 3
UNDER MEDICAID. 4
Section 1915 of the Social Security Act (42 U.S.C. 5
1396n) is amended— 6
(1) in subsection (c)(3), by inserting ‘‘(or, with 7
respect to extensions of waivers beginning on or 8
after the date of the enactment of the Medicaid Em-9
powerment Act of 2025, 10-year periods)’’ after 10
‘‘five-year periods’’; 11
(2) in subsection (h)(2), by inserting ‘‘(or, with 12
respect to extensions of waivers under subsection (c) 13
beginning on or after the date of the enactment of 14
the Medicaid Empowerment Act of 2025, 10-year 15
periods)’’ after ‘‘5-year periods’’; and 16
(3) in subsection (i)(7)(C), by inserting ‘‘(or, 17
with respect to renewals of elections beginning on or 18
after the date of the enactment of the Medicaid Em-19
powerment Act of 2025, 10-year terms)’’ after ‘‘5- 20
year terms’’. 21
