33 | 33 | | first State to outlaw stealthing at the State level. 5 |
---|
34 | 34 | | This law creates a civil remedy so that victims of 6 |
---|
35 | 35 | | stealthing can sue for damages. 7 |

36 | 36 | | (3) A 2019 study from Health Psychology re-8 |
---|
37 | 37 | | ported that almost 10 percent of male participants 9 |
---|
38 | 38 | | reported engaging in non-consensual condom re-10 |
---|
39 | 39 | | moval since the age of 14 years, with an average of 11 |
---|
40 | 40 | | 3.62 times and a range of 1–21 times. 12 |
---|
41 | 41 | | (4) A 2019 study from the Jacobs Institute of 13 |
---|
42 | 42 | | Women’s Health found that 12 percent of women 14 |
---|
43 | 43 | | have experienced stealthing. 15 |

44 | 44 | | (5) A 2018 Australian study from PLoS ONE 16 |

45 | 45 | | found that one in three female respondents and one 17 |
---|
46 | 46 | | in five gay male respondents have experienced 18 |

47 | 47 | | stealthing. 19 |

48 | 48 | | (6) Stealthing is a grave violation of autonomy, 20 |

49 | 49 | | dignity, and trust that is considered emotional and 21 |
---|
50 | 50 | | sexual abuse. 22 |

72 | 72 | | eign commerce, or traveled using a means, channel, 14 |

73 | 73 | | facility, or instrumentality of interstate or foreign 15 |

74 | 74 | | commerce, in furtherance of or in connection with 16 |
---|
75 | 75 | | the conduct described in subsection (a); 17 |

76 | 76 | | (2) the defendant used a means, channel, facil-18 |

77 | 77 | | ity, or instrumentality of interstate or foreign com-19 |
