| 30 | 30 | | subsection (a), the Comptroller General shall evaluate— 2 |

| 32 | 32 | | demand for each type of renewable energy certifi-4 |
|---|
| 33 | 33 | | cate, or other energy attribute certificate, leads to 5 |
|---|
| 34 | 34 | | new investments in renewable energy generation ca-6 |
|---|
| 35 | 35 | | pacity relative to scenarios in which such demand is 7 |
|---|
| 36 | 36 | | absent; 8 |
|---|
| 37 | 37 | | (2) the progress Federal agencies made towards 9 |
|---|
| 38 | 38 | | complying with Executive Order 14057 (85 Fed. 10 |
|---|
| 39 | 39 | | Reg 70935; relating to catalyzing clean energy in-11 |
|---|
| 40 | 40 | | dustries and jobs through Federal sustainability), 12 |
|---|
| 41 | 41 | | prior to the date on which such Executive Order was 13 |
|---|
| 42 | 42 | | revoked, with respect to the directives of such Exec-14 |
|---|
| 43 | 43 | | utive Order for energy procurement and compliance 15 |
|---|
| 44 | 44 | | with existing statutory requirements, by using— 16 |
|---|
| 45 | 45 | | (A) renewable energy certificates, including 17 |
|---|
| 46 | 46 | | the progress made by using each type of renew-18 |
|---|
| 47 | 47 | | able energy certificate; and 19 |
|---|
| 48 | 48 | | (B) approaches other than renewable en-20 |
|---|
| 49 | 49 | | ergy certificates; 21 |
|---|
| 50 | 50 | | (3) whether renewable energy certificates, 22 |

| 51 | 51 | | power purchase agreements, or onsite renewables, 23 |

| 52 | 52 | | could be used by Federal agencies to meet the re-24 |
