1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Renewable Energy 4
2020 Certificate Study Act of 2025’’. 5
2121 SEC. 2. RENEWABLE ENERGY CERTIFICATES STUDY. 6
2222 (a) I
2323 NGENERAL.—The Comptroller General of the 7
2424 United States shall conduct a study of the use of renew-8
2525 able energy certificates by Federal agencies. 9

2929 (b) CONSIDERATION.—In conducting the study under 1
3030 subsection (a), the Comptroller General shall evaluate— 2
3131 (1) the extent to which the aggregate market 3
3232 demand for each type of renewable energy certifi-4
3333 cate, or other energy attribute certificate, leads to 5
3434 new investments in renewable energy generation ca-6
3535 pacity relative to scenarios in which such demand is 7
3636 absent; 8
3737 (2) the progress Federal agencies made towards 9
3838 complying with Executive Order 14057 (85 Fed. 10
3939 Reg 70935; relating to catalyzing clean energy in-11
4040 dustries and jobs through Federal sustainability), 12
4141 prior to the date on which such Executive Order was 13
4242 revoked, with respect to the directives of such Exec-14
4343 utive Order for energy procurement and compliance 15
4444 with existing statutory requirements, by using— 16
4545 (A) renewable energy certificates, including 17
4646 the progress made by using each type of renew-18
4747 able energy certificate; and 19
4848 (B) approaches other than renewable en-20
4949 ergy certificates; 21
5050 (3) whether renewable energy certificates, 22
5151 power purchase agreements, or onsite renewables, 23
5252 could be used by Federal agencies to meet the re-24
5353 quirements of section 203 of the Energy Policy Act 25

5757 of 2005 (42 U.S.C. 15852), and the trade-offs of 1
5858 using one such form of compliance over the others, 2
5959 including— 3
6060 (A) the difference in the average cost of 4
6161 each form of compliance to Federal agencies; 5
6262 and 6
6363 (B) the risk to Federal agencies of becom-7
6464 ing noncompliant with section 203 of the En-8
6565 ergy Policy Act with respect to each form of 9
6666 compliance; 10
6767 (4) the average cost Federal agencies have in-11
6868 curred by using renewable energy certificates to 12
6969 fund— 13
7070 (A) existing renewable energy projects; and 14
7171 (B) new renewable energy projects that 15
7272 otherwise would not have been implemented 16
7373 without the sale of renewable energy certifi-17
7474 cates; and 18
7575 (5) the average cost Federal agencies would 19
7676 incur by only using renewable energy certificates, 20
7777 power purchase agreements, or onsite renewables to 21
7878 fund new renewable energy projects. 22

8080 EPORT.—The Comptroller General shall submit 23
8181 to Congress a report— 24
