EXPANDING TRAUMA-INFORMED TRAINING FOR 1 LAW ENFORCEMENT PERSONNEL AND EMER-2 GENCY MEDICAL TECHNICIANS RELATED TO 3 SEXUAL ASSAULT CASES. 4 Part D of title V of the Public Health Service Act 5 (42 U.S.C. 290dd et seq.) is amended by adding at the 6 end the following: 7 ‘‘SEC. 553. EXPANDING TRAUMA-INFORMED TRAINING FOR 8 LAW ENFORCEMENT PERSONNEL AND EMER-9 GENCY MEDICAL TECHNICIANS RELATED TO 10 SEXUAL ASSAULT CASES. 11 ‘‘(a) I NGENERAL.—The Secretary may award grants 12 to eligible entities to establish and expand training for law 13 enforcement personnel and emergency medical techni-14 cians— 15 ‘‘(1) to increase understanding and awareness 16 of the impact of trauma in sexual assault cases; and 17 ‘‘(2) to develop and implement strategies for 18 trauma-informed responses and policies in such 19 cases. 20 ‘‘(b) P ERIOD OFGRANTS.—The period of a grant 21 under this section shall be 1 year. 22 ‘‘(c) T RAININGDESCRIBED.—The training funded 23 pursuant to subsection (a) shall— 24 VerDate Sep 11 2014 01:41 May 08, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3121.IH H3121 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 3121 IH ‘‘(1) be trauma-informed, evidence-based or 1 demonstrate promising practices and policies, and 2 victim-centered; 3 ‘‘(2) focus on the circumstances of individuals 4 who— 5 ‘‘(A) have experienced sexual assault or 6 other sexual violence, domestic violence, dating 7 violence, or stalking; and 8 ‘‘(B) have dealt with related trauma in 9 interacting with law enforcement personnel and 10 emergency medical technicians; and 11 ‘‘(3) include training on— 12 ‘‘(A) identifying the impact of trauma on 13 the brain and behavior 14 ‘‘(B) how contact with law enforcement 15 personnel and emergency medical technicians 16 can cause or lead to retraumatization of sexual 17 assault victims; 18 ‘‘(C) recognizing how the impact of trauma 19 can influence interactions with law enforcement 20 personnel and emergency medical technicians; 21 ‘‘(D) identifying tools and strategies to 22 navigate trauma challenges when interacting 23 with survivors of sexual assault, domestic vio-24 lence, dating violence, and stalking; 25 VerDate Sep 11 2014 01:41 May 08, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3121.IH H3121 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 3121 IH ‘‘(E) communicating with survivors in a 1 trauma-informed manner; and 2 ‘‘(F) how law enforcement personnel and 3 emergency medical technicians can best support 4 victims of sexual assault or other sexual vio-5 lence during their interactions with law enforce-6 ment. 7 ‘‘(d) T RAINERLISTING.—The Secretary shall main-8 tain and make available online— 9 ‘‘(1) a listing of trainers who provide training 10 described in subsection (c); and 11 ‘‘(2) make such listing searchable according to 12 the trainer’s— 13 ‘‘(A) geographic area; and 14 ‘‘(B) professional background. 15 ‘‘(e) D IVERSITYAMONGTRAINERS.—As a condition 16 on receipt of a grant under this section, an eligible entity 17 shall strive to provide the training funded through the 18 grant by trainers with— 19 ‘‘(1) diverse professional backgrounds; and 20 ‘‘(2) inclusive racial, ethnic, and gender rep-21 resentation. 22 ‘‘(f) R EQUIREDNUMBER OFTRAININGHOURS.—As 23 a condition on receipt of a grant under this section, an 24 eligible entity shall agree to require— 25 VerDate Sep 11 2014 01:41 May 08, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3121.IH H3121 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 3121 IH ‘‘(1) individuals enrolled in a law enforcement 1 academy (or other initial training for law enforce-2 ment personnel) fire academy (or other initial train-3 ing for fire fighters), and emergency medical services 4 (or other initial training for emergency medical tech-5 nicians) of such agencies to receive training de-6 scribed in subsection (c) for at least eight hours; and 7 ‘‘(2) all other law enforcement personnel and 8 emergency medical technicians of such agencies to 9 receive training described in subsection (c) for at 10 least four hours annually. 11 ‘‘(g) R EPORTS TOCONGRESS.—The Secretary shall 12 collect data and submit annual reports to the Congress 13 on the grant program under this section.
