A BILL 
To amend title 18, United States Code, to increase the 
penalty for fraudulent misrepresentation about the re-
ceipt of a military decoration or medal, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Valor Earned Not Sto-4
len Act of 2025’’. 5

SEC. 2. FRAUDULENT MISREPRESENTATION ABOUT RE-1
CEIPT OF A MILITARY MEDAL OR DECORA-2

(a) I
NCREASEDPENALTY.— 4
(1) M
ILITARY DECORATIONS OR MEDALS .—Sec-5
tion 704(b) of title 18, United States Code, is 6
amended by striking ‘‘one year’’ and inserting ‘‘three 7
years’’. 8
(2) C
ONGRESSIONAL MEDAL OF HONOR .—Sec-9
tion 704(c)(1) of title 18, United States Code, is 10
amended by striking ‘‘1 year’’ and inserting ‘‘three 11
years’’. 12
(3) C
OMBAT BADGE.—Section 704(d)(1) of title 13
18, United States Code, is amended by striking ‘‘1 14
year’’ and inserting ‘‘three years’’. 15
(b) S
TUDY.—Not later than 90 days after the date 16
of the enactment of this Act, the Attorney General, in co-17
ordination with the Inspector General of the Department 18
of Veterans Affairs and such other agency head as may 19
be relevant, shall conduct a study to identify any monetary 20
or government benefits obtained through a fraudulent mis-21
representation about the receipt of a military decoration 22
or medal as described by section 704(c)(2) or 704(d) of 23
title 18, United States Code. 24

EPORT.—Not later than 180 days after the date 25
of the enactment of this Act, the Attorney General shall 26

report to Congress on the findings of the study conducted 1
under subsection (b) and policy recommendations to re-2
solve issues identified in the study. 3
