To provide technical and financial assistance for groundwater
recharge, aquifer storage, and water source substitution
projects.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. ASSISTANCE FOR GROUNDWATER RECHARGE, 3
AQUIFER STORAGE, AND WATER SOURCE 4
SUBSTITUTION PROJECTS. 5
Section 40910 of the Infrastructure Investment and 6
Jobs Act (Public Law 117–58) is amended by adding at 7
the end the following: 8

‘‘(g) TRANSFERAUTHORITY.—Of the unobligated 1
balances of amounts made available under section 40901, 2
there may be made available to the Secretary $3,000,000 3
for each of fiscal years 2026 through 2031 to carry out 4
subsection (a).’’. 5
