To require that the flag of the United States of America
be flown at its highest peak on Inauguration Day.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Honor Inauguration 4
Day Act’’. 5
SEC. 2. FINDINGS. 6
Congress finds the following: 7
(1) The United States of America has a long 8
and continual electoral history that serves as exam-9
ple and inspiration for other nations. 10

(2) The United States of America has in the 1
vote the ultimate expression of the will of the people. 2
(3) The will of the people is to be celebrated. 3
(4) To commemorate and celebrate the expres-4
sion of the will of the people, on Inauguration Day 5
the American flag should always be flown at its 6
highest peak and should not be lowered. 7
SEC. 3. REQUIREMENT FOR UNITED STATES FLAG ON INAU-8
GURATION DAY. 9
Notwithstanding any other provision of law, the flag 10
of the United States of America shall be flown at its high-11
est peak on each presidential Inauguration Day. 12
