SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Motorist Tax Abuse 4
Act’’. 5

SEC. 2. PROHIBITION ON CONGESTION PRICING. 1
Section 1012(b) of the Intermodal Surface Transpor-2
tation Efficiency Act of 1991 (23 U.S.C. 149 note) is 3
amended by adding at the end the following: 4
‘‘(9) P
ROHIBITION ON CONGESTION PRICING .— 5
Notwithstanding any other provision of this sub-6
section, the Secretary may not establish or maintain 7
cordon pricing under the value pricing pilot program 8
under this section for the Central Business District 9
Tolling Program for New York City.’’. 10
