A BILL 
To remove aliens who fail to comply with a release order, 
to enroll all aliens on the nondetained docket of an 
immigration court in the Alternatives to Detention pro-
gram with continuous GPS monitoring, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Justice for Jocelyn 4
Act’’. 5

SEC. 2. LIMITATION ON PARTICIPATION IN ALTERNATIVES 1
TO DETENTION. 2
No alien may be released as part of any program 3
under the Alternatives to Detention program unless— 4
(1) all detention beds available to the Secretary 5
have been filled; 6
(2) there exists no available option to hold 7
aliens in detention; and 8
(3) the Secretary exercised and exhausted all 9
reasonable efforts to hold aliens in detention. 10
SEC. 3. GPS TRACKING AND CURFEW REQUIREMENTS FOR 11
CERTAIN ALIENS. 12
Each alien on the Immigration and Customs Enforce-13
ment’s nondetained docket shall be enrolled in the Alter-14
natives to Detention program and— 15
(1) shall be continuously subject to GPS moni-16
toring— 17
(A) for the duration of all applicable immi-18
gration proceedings, including any appeal; and 19
(B) in the case of an alien who is ordered 20
removed from the United States, until removal; 21
and 22
(2) shall be required to stay in their Alter-23
natives to Detention-compliant home address be-24
tween the hours of 10 p.m. to 5 a.m. 25

SEC. 4. REMOVAL OF ALIENS WHO FAIL TO COMPLY WITH 1
RELEASE ORDER. 2
Section 240(b)(5) of the Immigration and Nationality 3
Act (8 U.S.C. 1229a(b)(5)) is amended by adding at the 4
end the following: 5
‘‘(F) F
AILURE TO COMPLY WITH RELEASE 6
ORDER.—In the case that an immigration offi-7
cer submits an affidavit to an immigration 8
judge stating that an alien failed to comply with 9
a condition of release under section 236(a), 10
such alien shall be ordered removed in 11
absentia.’’. 12
SEC. 5. SEVERABILITY. 13
If any provision of this Act or the application of such 14
provision to any person or circumstance is held by a Fed-15
eral court to be unconstitutional, the remainder of this Act 16
and the application of such provisions to any other person 17
or circumstance shall not be affected. 18
