Ohia Death, and for other purposes.

A BILL 
To require the Secretary of the Interior to partner and 
collaborate with the Secretary of Agriculture and the 
State of Hawaii to address Rapid Ohia Death, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Continued Rapid Ohia 4
Death Response Act of 2025’’. 5
SEC. 2. DEFINITIONS. 6

(1) RAPID OHIA DEATH .—The term ‘‘Rapid 1
Ohia Death’’ means the disease caused by the fungal 2
pathogen known as Ceratocystis fimbriata that af-3
fects the tree of the species Metrosideros 4
polymorpha. 5
(2) S
TATE.—The term ‘‘State’’ means the State 6
of Hawaii. 7
SEC. 3. COLLABORATION. 8
The Secretary of the Interior shall partner and col-9
laborate with the Secretary of Agriculture and the State 10
to address Rapid Ohia Death. 11
SEC. 4. SUSTAINED EFFORTS. 12
(a) T
RANSMISSION.—The Secretary of the Interior, 13
acting through the Director of the United States Geologi-14
cal Survey, and the Chief of the Forest Service, acting 15
through the Forest Service Institute of Pacific Islands 16
Forestry, shall continue to conduct research on Rapid 17
Ohia Death vectors and transmission. 18
(b) U
NGULATEMANAGEMENT.—The Secretary of the 19
Interior, acting through the Director of the United States 20
Fish and Wildlife Service, shall continue to partner with 21
the Secretary of Agriculture, the State, and with local 22
stakeholders to manage ungulates in Rapid Ohia Death 23
control areas on Federal, State, and private land, with the 24
consent of private landowners. 25

(c) RESTORATION AND RESEARCH.—The Secretary 1
of Agriculture, acting through the Chief of the Forest 2
Service, shall continue to provide— 3
(1) financial assistance, including through 4
agreements with the Secretary of the Interior— 5
(A) to prevent the spread of Rapid Ohia 6
Death; and 7
(B) to restore the native forests of the 8
State; and 9
(2) staff and necessary infrastructure funding 10
to the Institute of Pacific Islands Forestry to con-11
duct research on Rapid Ohia Death. 12
