2828 SECTION 1. SHORT TITLE. 3
2929 This Act may be cited as the ‘‘Regulation Reduction 4
3030 Act of 2025’’. 5

3434 SEC. 2. REPEAL OF REGULATIONS REQUIRED BEFORE 1
3535 ISSUANCE OF A NEW RULE. 2

3737 EQUIREMENT FOR RULE .—An agency may 3
3838 not issue a rule unless such agency has repealed 4
3939 three or more rules described in paragraph (4) that, 5
4040 to the extent practicable, are related to the rule. 6

4242 EQUIREMENT FOR MAJOR RULE .— 7
4343 (A) R
4444 EPEAL REQUIRED.—An agency may 8
4545 not issue a major rule unless— 9
4646 (i) such agency has repealed three or 10
4747 more rules described in paragraph (4) 11
4848 that, to the extent practicable, are related 12
4949 to the major rule; and 13
5050 (ii) the cost of the new major rule is 14
5151 less than or equal to the cost of the rules 15
5252 repealed. 16

5454 ERTIFIED COST.—For any rule 17
5555 issued in accordance with subparagraph (A), 18
5656 the Administrator of the Office of Information 19
5757 and Regulatory Affairs of the Office of Manage-20
5858 ment and Budget must have certified that the 21
5959 cost of the new major rule is equal to or less 22
6060 that the cost of the rules repealed. 23

6262 UBLICATION REQUIRED .—Any rule re-24
6363 pealed under paragraph (1) or (2) shall be published 25
6464 in the Federal Register. 26

6868 (4) APPLICABILITY.—This section— 1
6969 (A) applies to any rule or major rule that 2
7070 imposes a cost or responsibility on a nongovern-3
7171 mental person or a State or local government; 4
7272 and 5
7373 (B) shall not apply to any rule or major 6
7474 rule— 7
7575 (i) that relates to the internal policy 8
7676 or practice of an agency or procurement by 9
7777 the agency; or 10
7878 (ii) that is being revised to be less 11
7979 burdensome to decrease requirements im-12
8080 posed by the rule or cost of compliance. 13

8282 EVIEW OF AGENCY RULES .—Not later 14
8383 than 90 days after the date of the enactment of this 15
8484 Act, the head of each agency shall submit to Con-16
8585 gress and the Director of the Office of Management 17
8686 and Budget a report that includes a review of each 18
8787 rule of the agency that identifies whether that rule 19
8888 is costly, ineffective, duplicative, or outdated, includ-20
8989 ing a list of any other unnecessary regulatory re-21
9090 striction of the agency that is costly, ineffective, du-22
9191 plicative, or outdated. 23
