dioxide and methane outside the boundaries of the United States that 
are associated with exports of fossil fuels, and for other purposes.

A BILL 
To require the Administrator of the Environmental Protec-
tion Agency to collect, calculate, and publish information 
regarding emissions of carbon dioxide and methane out-
side the boundaries of the United States that are associ-
ated with exports of fossil fuels, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Exported Carbon 4
Emissions Report Act of 2025’’. 5

SEC. 2. COMPARISON OF TRENDS IN DOMESTIC AND EX-1
PORTED CARBON EMISSIONS. 2
(a) I
NGENERAL.—Not later than 180 days after the 3
enactment of this Act and annually thereafter, the Admin-4
istrator of the Environmental Protection Agency shall col-5
lect, calculate, and publish information, for each of the 6
previous ten calendar years, on— 7
(1) the total emissions of carbon dioxide and 8
methane that are released within the boundaries of 9
the United States (including the territories of the 10
United States) that are the result of the extraction, 11
processing, transportation, combustion, and other 12
use of fossil fuels; and 13
(2) the total emissions of carbon dioxide and 14
methane that are released outside the boundaries of 15
the United States (including the territories of the 16
United States) that are the result of leakage and 17
combustion of fossil fuels produced or refined in the 18
United States and subsequently exported from the 19
United States. 20
(b) I
NFORMATION.—In collecting and calculating in-21
formation under this section, the Administrator of the En-22
vironmental Protection Agency shall— 23
(1) use the best available scientific information, 24
including, where available— 25

(A) information collected through direct 1
monitoring and measurement; and 2
(B) disclosures of carbon dioxide and 3
methane emissions by other national and sub-4
national governments; and 5
(2) be informed by the established international 6
standards for accounting for greenhouse gas emis-7
sions, including the protocols established under the 8
Greenhouse Gas Protocol of the World Business 9
Council for Sustainable Development and the World 10
Resources Institute. 11
(c) C
ONSULTATION.—In implementing this section, 12
the Administrator of the Environmental Protection Agen-13
cy shall consult with— 14
(1) the Administrator of the Energy Informa-15
tion Administration; and 16
(2) the executive director of the International 17
Energy Agency. 18
(d) P
UBLICATION OFINFORMATION.—The Adminis-19
trator of the Environmental Protection Agency shall make 20
the information collected and calculated pursuant to this 21
section widely available to the public, including by pub-22
lishing such information on the website of the Environ-23
mental Protection Agency. 24

(e) DEFINITION OFFOSSILFUEL.—In this section, 1
the term ‘‘fossil fuel’’ means carbon-containing material 2
formed in the Earth’s crust from the remains of pre-3
historic organisms, including coal, oil, and natural gas. 4
