To direct the Secretary of Agriculture to review the Cattle
Fever Tick Eradication Program, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Cattle Fever Tick 4
Eradication Program Enhancement Act’’. 5
SEC. 2. CATTLE FEVER TICK ERADICATION PROGRAM RE-6
VIEW AND REPORT. 7
(a) P
ROGRAMREVIEW.— 8
(1) I
N GENERAL.—Not later than 1 year after 9
the date of the enactment of this section, the Sec-10

retary of Agriculture shall offer to enter into a con-1
tract with a covered institution under which the cov-2
ered institution shall conduct a review of the Pro-3
gram. 4
(2) R
EVIEW ELEMENTS.—The review conducted 5
pursuant to paragraph (1) shall include an evalua-6
tion of— 7
(A) the effectiveness of the Program with 8
respect to preventing and reducing the spread 9
of tick-borne illnesses in cattle; 10
(B) with respect to cattle producers— 11
(i) the benefits of the Program; and 12
(ii) the burden of compliance with the 13
Program; 14
(C) the treatment protocols developed and 15
implemented under the Program; and 16
(D) the Federal and State funds allocated 17
to support the Program for the most recent fis-18
cal year, including the funds allocated to each 19
research project associated with the Program. 20
(b) R
EPORT.—Not later than 1 year after the date 21
on which the Secretary of Agriculture and a covered insti-22
tution enter into a contract pursuant to subsection (a)(1), 23
the Secretary of Agriculture shall submit to the Com-24
mittee on Agriculture of the House of Representatives and 25

the Committee on Agriculture, Nutrition, and Forestry of 1
the Senate a report that includes— 2
(1) the results of the review conducted pursuant 3
to subsection (a); and 4
(2) recommendations for improvements to the 5
Program, including recommendations for reducing 6
the burden of compliance with the Program with re-7
spect to cattle producers. 8
(c) D
EFINITIONS.—In this section: 9
(1) C
OVERED INSTITUTION .—The term ‘‘cov-10
ered institution’’ means— 11
(A) a land-grant college or university; or 12
(B) a non-land-grant college of agriculture. 13
(2) L
AND-GRANT COLLEGE OR UNIVERSITY .— 14
The term ‘‘land-grant college or university’’ means 15
an institution from among the land-grant colleges 16
and universities (as defined in section 1404 of the 17
National Agricultural Research, Extension, and 18
Teaching Policy Act of 1977 (7 U.S.C. 3103)). 19

ON-LAND-GRANT COLLEGE OF AGRI -20
CULTURE.—The term ‘‘non-land-grant college of ag-21
riculture’’ has the meaning given such term in sec-22
tion 1404 of the National Agricultural Research, 23
Extension, and Teaching Policy Act of 1977 (7 24
U.S.C. 3103). 25

(4) PROGRAM.—The term ‘‘Program’’ means 1
the Cattle Fever Tick Eradication Program carried 2
out by the Animal and Plant Health Inspection 3
Service of the Department of Agriculture in coordi-4
nation with the Texas Animal Health Commission. 5
