43 | 43 | | (ii) the burden of compliance with the 13 |

45 | 45 | | (C) the treatment protocols developed and 15 |
---|
46 | 46 | | implemented under the Program; and 16 |
---|
47 | 47 | | (D) the Federal and State funds allocated 17 |
