30 | 30 | | NASA-developed tools and technologies to conduct re-4 |

31 | 31 | | search and development activities under the Advanced Ca-5 |

32 | 32 | | pabilities for Emergency Response Operations (ACERO) 6 |
---|
33 | 33 | | project to improve aerial responses to wildfires. 7 |

35 | 35 | | OALS.—The research and development activities 8 |
---|
36 | 36 | | conducted under subsection (a) shall, to the extent prac-9 |
---|
37 | 37 | | ticable, address the following: 10 |
---|
38 | 38 | | (1) Advanced aircraft technologies and airspace 11 |
---|
39 | 39 | | management efforts to assist in the management, 12 |
---|
40 | 40 | | deconfliction, and coordination of aerial assets dur-13 |
---|
41 | 41 | | ing wildfire response efforts. 14 |
---|
42 | 42 | | (2) Information sharing and real-time data ex-15 |
---|
43 | 43 | | change for wildfire response teams. 16 |
---|
44 | 44 | | (3) Development of an interoperable platform to 17 |
---|
45 | 45 | | provide situational awareness of aerial assets during 18 |
---|
46 | 46 | | wildfire response. 19 |
---|
47 | 47 | | (4) Establishment of a multi-agency concept of 20 |
---|
48 | 48 | | operations, which may involve Federal, State, and 21 |
---|
49 | 49 | | local government agencies, to enable coordination of 22 |
---|
50 | 50 | | aerial activities for wildfire response. 23 |

52 | 52 | | OLLABORATION.—In carrying out this section, 24 |

68 | 68 | | N GENERAL.—Except as provided in this 10 |
---|
69 | 69 | | subsection, the Administrator may not procure an 11 |
---|
70 | 70 | | unmanned aircraft system to conduct activities de-12 |
---|
71 | 71 | | scribed in this section if such unmanned aircraft sys-13 |
---|
72 | 72 | | tem is manufactured or assembled by a covered for-14 |
---|
73 | 73 | | eign entity. 15 |
---|

---|
75 | 75 | | XEMPTION.—The Administrator may 16 |
---|
76 | 76 | | waive the prohibition under paragraph (1) on a case- 17 |
---|
77 | 77 | | by-case basis if the Administrator— 18 |
---|
78 | 78 | | (A) determines that the procurement of an 19 |
---|
79 | 79 | | unmanned aircraft system is— 20 |
---|
80 | 80 | | (i) in the national interest of the 21 |
---|
81 | 81 | | United States; and 22 |
---|
82 | 82 | | (ii) necessary for the sole purpose of 23 |
---|
83 | 83 | | improving aerial responses to wildfires; and 24 |
---|

104 | 104 | | ment activities. 17 |

105 | 105 | | (2) A description of the Administrator’s activi-18 |
---|
106 | 106 | | ties pursuant to subsection (c). 19 |

107 | 107 | | (3) An assessment of the effectiveness of such 20 |

108 | 108 | | activities in preventing injuries and loss of life, pro-21 |
