To increase penalties for crimes against children.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Repeat Child Sex 4
Offenders Act’’. 5
SEC. 2. SEX TRAFFICKING. 6
(a) T
RANSPORTATION GENERALLY.—Subsection (a) 7
of section 2421 of title 18, United States Code, is amend-8
ed by striking ‘‘or imprisoned not more than 10 years, 9
or both’’ and inserting ‘‘and punished by death or impris-10
oned for life’’. 11

(b) PROMOTION ORFACILITATION.—Section 2421A 1
of title 18, United States Code, is amended— 2
(1) in subsection (a), by striking ‘‘imprisoned 3
for not more than 10 years, or both’’ and inserting 4
‘‘and punished by death or imprisoned for life’’; and 5
(2) in subsection (b), in the continuation text 6
following paragraph (2), by striking ‘‘imprisoned for 7
not more than 25 years, or both’’ and inserting ‘‘and 8
punished by death or imprisoned for life’’. 9

OERCION ANDENTICEMENT.—Section 2422 of 10
title 18, United States Code, is amended— 11
(1) in subsection (a), by striking ‘‘or impris-12
oned not more than 20 years, or both’’ and inserting 13
‘‘and punished by death or imprisoned for life’’; and 14
(2) in subsection (b), by striking ‘‘imprisoned 15
not less than 10 years or for life’’ and inserting 16
‘‘punished by death or imprisoned for life’’. 17

EXTRAFFICKING OFCHILDREN.—Section 1591 18
of title 18, United States Code, is amended— 19
(1) in subsection (b)— 20
(A) in paragraph (1), by striking ‘‘by a 21
fine under this title and imprisonment for any 22
term of years not less than 15 or for life’’ and 23
inserting ‘‘shall be fined under this title and 24
punished by death or imprisoned for life’’; and 25

SEC. 3. TRANSPORTATION OF MINORS. 11

States Code, is amended— 13
(1) in subsection (a), by striking ‘‘imprisoned 14
not less than 10 years or for life’’’’ and inserting 15
‘‘punished by death or imprisoned for life’’; 16
(2) in subsection (b), by striking ‘‘or impris-17
oned not more than 30 years, or both’’ and inserting 18
‘‘and punished by death or imprisoned for life’’; 19
(3) in subsection (c), by striking ‘‘or imprisoned 20
not more than 30 years, or both’’ and inserting ‘‘and 21
punished by death or imprisoned for life’’; and 22
(4) in subsection (d), by striking ‘‘imprisoned 23
for not more than 30 years, or both’’ and inserting 24
‘‘and punished by death or imprisoned for life’’. 25

(b) REPEATOFFENDERS.—Section 2426(a) of title 1
18, United States Code, is amended by striking ‘‘be 3 2
times the term of imprisonment otherwise provided by this 3
chapter’’ and inserting ‘‘be punished by death or impris-4
oned for life’’. 5
SEC. 4. EXPLOITATION OF CHILDREN. 6
Subsection (e) of section 2423 of title 18, United 7
States Code, is amended to read as follows: 8
‘‘(e) A
NCILLARYOFFENSES.—Whoever, for the pur-9
pose of commercial advantage or private financial gain, 10
arranges, induces, procures, or facilitates the travel of a 11
person knowing that such a person is traveling in inter-12
state commerce or foreign commerce with intent to engage 13
in any illicit sexual conduct shall be fined under this title 14
and punished by death or imprisoned for life.’’. 15
SEC. 5. SELLING CHILDREN. 16
Section 2251A(a) is amended by striking ‘‘punished 17
by imprisonment for not less than 30 years or’’ and insert-18
ing ‘‘punished by death or’’. 19
SEC. 6. SEXUAL ABUSE. 20
(a) A
GGRAVATEDSEXUALABUSE.—Section 2241(c) 21
of title 18, United States Code, is amended by striking 22
‘‘imprisoned for not less than 30 years or for life’’ and 23
inserting ‘‘punished by death or imprisoned for life’’. 24
