A BILL
To amend the Higher Education Act of 1965 to require
institutions of higher education, as a condition of partici-
pation in programs under title IV of such Act, to include
a prohibition of antisemitic conduct in all documents
relating to student or employee conduct.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Promote Restoring 4
Order To End Campus Targeting of Jewish Students and 5
Faculty Act’’ or the ‘‘PROTECT Jewish Student and 6
Faculty Act’’. 7

SEC. 2. PROHIBITION OF ANTISEMITIC CONDUCT. 1
Section 487(a) of the Higher Education Act of 1965 2
(20 U.S.C. 1094(a)) is amended by adding at the end the 3
following: 4
‘‘(30) The institution will include, in all docu-5
ments and other resources relating to student or em-6
ployee conduct on campus— 7
‘‘(A) a definition of antisemitism which 8
states that— 9
‘‘(i) antisemitism is a certain percep-10
tion of Jews, which may be expressed as 11
hatred toward Jews; and 12
‘‘(ii) rhetorical and physical mani-13
festations of antisemitism may be directed 14
toward— 15
‘‘(I) Jewish or non-Jewish indi-16
viduals, including the property of such 17
individuals; and 18
‘‘(II) Jewish community institu-19
tions and religious facilities; and 20
‘‘(B) a statement that antisemitic conduct 21
is prohibited on campus, and that such con-22
duct— 23
‘‘(i) by a student may result in the ex-24
pulsion of the student from the institution; 25
and 26

‘‘(ii) by an employee may result in the 1
