17	17	for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Bonuses for Cost-Cut-4
22	22	ters Act of 2025’’. 5
23	23	SEC. 2. COST SAVINGS ENHANCEMENTS. 6
24	24	(a) D
25	25	EFINITIONS.—Section 4511 of title 5, United 7
26	26	States Code, is amended— 8

48	48	the agency determines are not required for the 19
49	49	purpose for which the amounts were made 20
50	50	available.’’. 21

52	52	UTHORITY.—Section 4512 of title 5, United 22
53	53	States Code, is amended— 23
54	54	(1) in subsection (a)— 24

59	59	may pay a cash award to any employee of such 2
60	60	agency whose identification of wasteful expenses 3
61	61	to the Chief Financial Officer of the agency has 4
62	62	resulted in cost savings for the agency.’’ after 5

85	85	the disclosure of fraud, waste, or mismanagement 1
86	86	under this section’’; and 2
87	87	(3) by adding at the end the following: 3
88	88	‘‘(c)(1) If the Chief Financial Officer of the agency 4
89	89	determines that potential wasteful expenses identified by 5
90	90	an employee meet the requirements of section 6
91	91	4511(a)(2)(B), the head of the agency shall notify the 7
92	92	President for purposes of proposing the expenses for re-8
93	93	scission under title X of the Congressional Budget and 9
94	94	Impoundment Control Act of 1974 (2 U.S.C. 681 et seq.). 10
95	95	‘‘(2) In the case of an agency for which there is no 11
96	96	Chief Financial Officer, the head of the agency shall des-12
97	97	ignate an agency employee who shall have the authority 13
98	98	to make the determinations for identification of wasteful 14
99	99	expenses under this section. 15
100	100	‘‘(d) The head of each agency shall make available, 16
101	101	along with, and in the same manner and form as, the pro-17
102	102	vision of information required under section 1116 of title 18
103	103	31, information on disclosures of wasteful expenses under 19
104	104	this section, including— 20
105	105	‘‘(1) a description of each disclosure of possible 21
106	106	wasteful expenses identified by an employee and de-22
107	107	termined by the agency to have merit; and 23
108	108	‘‘(2) the number and amount of cash awards 24
109	109	provided by the agency under subsection (a). 25

113	113	‘‘(e) An individual may not receive a cash award 1
114	114	under this subchapter if the individual is— 2
115	115	‘‘(1) an officer or employee of the Office of the 3
116	116	Inspector General of an agency; or 4
117	117	‘‘(2) ineligible for a cash award under section 5
118	118	4509. 6
119	119	‘‘(f) The Director of the Office of Personnel Manage-7
120	120	ment shall— 8
121	121	‘‘(1) ensure that the cash award program of 9
122	122	each agency complies with this section; and 10
123	123	‘‘(2) submit to Congress an annual certification 11
124	124	indicating whether the cash award program of each 12
125	125	agency complies with this section. 13
126	126	‘‘(g) Not later than 3 years after the date of enact-14
127	127	ment of the Bonuses for Cost-Cutters Act of 2025, and 15
128	128	every 3 years thereafter for 6 years, the Comptroller Gen-16
129	129	eral of the United States shall submit to Congress a report 17
130	130	on the operation of the cost savings and awards program 18
131	131	under this section, including any recommendations for leg-19
132	132	islative changes.’’. 20

134	134	ECHNICAL AND CONFORMINGAMENDMENT.— 21
135	135	The table of sections for subchapter II of chapter 45 of 22
136	136	title 5, United States Code, is amended by striking the 23
137	137	item relating to section 4511 and inserting the following: 24
138	138	‘‘4511. Definitions and general provisions.’’.
