6262 tives of the United States of America in Congress assembled, 2
6363 SECTION 1. SHORT TITLE. 3
6464 This Act may be cited as the ‘‘Rosie the Riveter Com-4
6565 memorative Coin Act’’. 5
6666 SEC. 2. FINDINGS. 6
6767 The Congress finds the following: 7
6868 (1) During World War II, more than six million 8
6969 American women entered the workforce to fill the 9
7070 vacancies left by men who had joined the Armed 10
7171 Forces and support the Home Front. Millions of 11
7272 women already working outside the home shifted to 12
7373 employment in critical industries to support the war 13
7474 effort. 14
7575 (2) Women went to work or volunteer full-time 15
7676 in factories, farms, shipyards, banks, and other in-16
7777 stitutions in support of the U.S. military overseas. 17
7878 They worked with the United Service Organizations 18
7979 and the American Red Cross, drove street cars, riv-19
8080 eted airplane parts, collected critical materials, rolled 20
8181 bandages, and served on rationing boards. 21
8282 (3) This women workforce met not only the 22
8383 ever-growing demands for war materials, including 23

9090 (4) Collectively, the American women who held 4
9191 employment or volunteered in support of the war ef-5
9292 fort during World War II have been represented by 6
9393 the iconic image of ‘‘Rosie the Riveter’’. 7
9494 (5) As riveters, welders, and other laborers, a 8
9595 diverse women workforce played an integral part in 9
9696 shipyards, aircraft factories, and other areas of the 10
9797 defense industrial base. 11
9898 (6) Women in the workforce faced the ‘‘double 12
9999 burden’’ of responsibilities on the job and at home 13
100100 as the primary caregivers and wage earners during 14
101101 World War II. 15
102102 (7) ‘‘Rosies’’ persevered often in the face of 16
103103 harassment, discrimination, and prejudice to support 17
104104 their country and families in a time of great need. 18
105105 Despite equal pay regulations, women were regularly 19
106106 paid 10 to 15 cents an hour lower than their male 20
107107 counterparts even during wartime. 21
108108 (8) Black, Latina, Indigenous, Asian American, 22
109109 and Pacific Islander ‘‘Rosies’’ were subjected to rac-23
110110 ist discrimination, violence, and harassment at work, 24
111111 at home, and in public. Women of color overcame 25

118118 (9) Our ‘‘Rosies’’ are a testament to women’s 4
119119 empowerment and the invaluable contribution of 5
120120 women to the American war effort during World 6
121121 War II, inspiring future generations of women and 7
122122 girls. 8
123123 (10) Americans have chosen to honor the 9
124124 women who contributed to the Home Front during 10
125125 World War II, including through the award of a 11
126126 Congressional Gold Medal and the annual celebra-12
127127 tion of National Rosie the Riveter Day on March 21. 13
128128 (11) The work, sacrifice, and dedication of our 14
129129 ‘‘Rosies’’ are worthy of national reflection and com-15
130130 memoration. 16
131131 (12) It is fitting and proper to recognize and 17
132132 preserve the history and legacy of American women 18
133133 who contributed to the Home Front during World 19
134134 War II for their patriotic commitment to their coun-20
135135 try and perseverance in the face of adversity. 21
136136 SEC. 3. COIN SPECIFICATIONS. 22
137137 (a) D
138138 ENOMINATIONS.—In recognition and celebration 23
139139 of the American women who contributed to the Home 24
140140 Front during World War II, the Secretary of the Treasury 25

145145 mint and issue the following coins: 2

147147 GOLD COINS.—Not more than 50,000 $5 3
148148 coins, which shall— 4
149149 (A) weigh 8.359 grams; 5
150150 (B) have a diameter of 0.850 inches; and 6
151151 (C) contain not less than 90 percent gold. 7
152152 (2) $1
153153 SILVER COINS.—Not more than 400,000 8
154154 $1 coins, which shall— 9
155155 (A) weigh 26.73 grams; 10
156156 (B) have a diameter of 1.500 inches; and 11
157157 (C) contain not less than 90 percent silver. 12

159159 ALF-DOLLAR CLAD COINS .—Not more 13
160160 than 750,000 half-dollar coins which shall— 14
161161 (A) weigh 11.34 grams; 15
162162 (B) have a diameter of 1.205 inches; and 16
163163 (C) be minted to the specifications for half- 17
164164 dollar coins contained in section 5112(b) of title 18
165165 31, United States Code. 19

167167 EGALTENDER.—The coins minted under this 20
168168 Act shall be legal tender, as provided in section 5103 of 21
169169 title 31, United States Code. 22

171171 UMISMATICITEMS.—For purposes of sections 23

182182 N GENERAL.—The designs of the coins 5
183183 minted under this Act shall be emblematic of the 6
184184 legacy of the diverse women workforce who contrib-7
185185 uted to the Home Front during World War II. 8

187187 ESIGNATION AND INSCRIPTIONS .—On 9
188188 each coin minted under this Act there shall be— 10
189189 (A) a designation of the value of the coin; 11
190190 (B) an inscription of the year ‘‘2028’’; and 12
191191 (C) inscriptions of the words ‘‘Liberty’’, 13
192192 ‘‘In God We Trust’’, ‘‘United States of Amer-14
193193 ica’’, and ‘‘E Pluribus Unum’’. 15

195195 ELECTION.—The designs of the coins minted 16
196196 under this Act shall be— 17
197197 (1) selected by the Secretary after consultation 18
198198 with the Rosie the Riveter Trust and the Commis-19
199199 sion of Fine Arts; and 20
200200 (2) reviewed by the Citizens Coinage Advisory 21
201201 Committee. 22
202202 SEC. 5. ISSUANCE OF COINS. 23
203203 (a) Q
204204 UALITY OFCOINS.—Coins minted under this 24
205205 Act shall be issued in uncirculated and proof qualities. 25

209209 (b) PERIOD FORISSUANCE.—The Secretary may 1
210210 issue coins minted under this Act only during the 1-year 2
211211 period beginning on January 1, 2028. 3
212212 SEC. 6. SALE OF COINS. 4
213213 (a) S
214214 ALEPRICE.—The coins issued under this Act 5
215215 shall be sold by the Secretary at a price equal to the sum 6
216216 of— 7
217217 (1) the face value of the coins; 8
218218 (2) the surcharge provided in section 7(a) with 9
219219 respect to such coins; and 10
220220 (3) the cost of designing and issuing the coins 11
221221 (including labor, materials, dies, use of machinery, 12
222222 overhead expenses, marketing, and shipping). 13
223223 (b) B
224224 ULKSALES.—The Secretary shall make bulk 14
225225 sales of the coins issued under this Act at a reasonable 15
226226 discount. 16
227227 (c) P
228228 REPAIDORDERS.— 17
229229 (1) I
230230 N GENERAL.—The Secretary shall accept 18
231231 prepaid orders for the coins minted under this Act 19
232232 before the issuance of such coins. 20
233233 (2) D
234234 ISCOUNT.—Sale prices with respect to pre-21
235235 paid orders under paragraph (1) shall be at a rea-22
236236 sonable discount. 23

240240 SEC. 7. SURCHARGES. 1
241241 (a) I
242242 NGENERAL.—All sales of coins minted under 2
243243 this Act shall include— 3
244244 (1) a surcharge of $35 per coin for the $5 4
245245 coins; 5
246246 (2) a surcharge of $10 per coin for the $1 6
247247 coins; and 7
248248 (3) a surcharge of $5 per coin for the half-dol-8
249249 lar coins. 9
250250 (b) D
251251 ISTRIBUTION.—Subject to section 5134(f) of 10
252252 title 31, United States Code, all surcharges received by 11
253253 the Secretary from the sale of coins issued under this Act 12
254254 shall be promptly paid by the Secretary to the Rosie the 13
255255 Riveter Trust to support the National Park Service in 14
256256 maintaining and repairing the Rosie the Riveter WWII 15
257257 Home Front National Historical Park, and for educational 16
258258 and commemorative programs. 17
259259 (c) A
260260 UDITS.—The Rosie the Riveter Trust shall be 18
261261 subject to the audit requirements of section 5134(f)(2) of 19
262262 title 31, United States Code, with regard to the amounts 20
263263 received under subsection (b). 21
264264 (d) L
265265 IMITATION.—Notwithstanding subsection (a), 22
266266 no surcharge may be included with respect to the issuance 23
267267 under this Act of any coin during a calendar year if, as 24
268268 of the time of such issuance, the issuance of such coin 25
269269 would result in the number of commemorative coin pro-26

273273 grams issued during such year to exceed the annual 2 1
274274 commemorative coin program issuance limitation under 2
275275 section 5112(m)(1) of title 31, United States Code (as in 3
276276 effect on the date of the enactment of this Act). The Sec-4
277277 retary of the Treasury may issue guidance to carry out 5
278278 this subsection. 6
279279 SEC. 8. FINANCIAL ASSURANCES. 7
280280 The Secretary shall take such actions as may be nec-8
281281 essary to ensure that— 9
282282 (1) minting and issuing coins under this Act 10
283283 will not result in any net cost to the United States 11
284284 Government; and 12
285285 (2) no funds, including applicable surcharges, 13
286286 shall be disbursed to any recipient designated in sec-14
287287 tion 7 until the total cost of designing and issuing 15
288288 all of the coins authorized by this Act (including 16
289289 labor, materials, dies, use of machinery, winning de-17
290290 sign compensation, overhead expenses, marketing, 18
291291 and shipping) is recovered by the United States 19
292292 Treasury, consistent with sections 5112(m) and 20
293293 5134(f) of title 31, United States Code. 21
