2323 SECTION 1. SHORT TITLE. 3
2424 This Act may be cited as the ‘‘PFC Joseph P. Dwyer 4
2525 Peer Support Program Act’’. 5
2626 SEC. 2. PFC JOSEPH P. DWYER PEER SUPPORT PROGRAM. 6
2727 (a) I
2828 NGENERAL.—The Secretary of Veterans Affairs 7
2929 shall establish a grant program to be known as the ‘‘PFC 8

3434 Secretary shall make grants to eligible entities for the pur-2
3535 pose of establishing peer-to-peer mental health programs 3

3737 (b) E
3838 LIGIBLEENTITYDEFINED.—In this section, 5
3939 the term ‘‘eligible entity’’ means any of the following enti-6
4040 ties that submit to the Secretary an application containing 7
4141 such information and assurances as the Secretary may re-8
4242 quire: 9
4343 (1) A nonprofit organization having historically 10
4444 served veterans’ mental health needs. 11
4545 (2) A congressionally chartered veteran service 12
4646 organization. 13
4747 (3) A State, local, or Tribal veteran service 14
4848 agency, director, or commissioner. 15
4949 (c) A
5050 MOUNT OFGRANT.—The recipient of a grant 16
5151 under this section shall receive a grant in an amount that 17
5252 does not exceed $250,000. 18
5353 (d) U
5454 SE OFFUNDS.—The recipient of a grant under 19
5555 this section shall use the grant funds to— 20
5656 (1) carry out a program that meets the stand-21
5757 ards developed under subsection (e); 22
5858 (2) hire veterans to serve as peer specialists to 23
5959 host group and individual meetings with veterans 24
6060 seeking nonclinical support; 25

6565 24 hours each day, seven days each week; and 2
6666 (4) hire staff to support the program. 3

6868 ROGRAMSTANDARDS.— 4

7070 DVISORY COMMISSION .—The Secretary 5
7171 shall establish an advisory committee for the pur-6
7272 pose of creating appropriate standards applicable to 7
7373 programs established using grants under this sec-8
7474 tion. 9

7676 TANDARDS.—The standards developed 10
7777 under paragraph (1) shall include initial and contin-11
7878 ued training for veteran peer volunteers, administra-12
7979 tive staffing needs, and best practices for addressing 13
8080 the needs of each veteran served. 14

8282 ONRETENTION OF RECORDS.—The Secretary 15
8383 may not require the recipient of a grant under this section 16
8484 to maintain records on veterans seeking support or to re-17
8585 port any personally identifying information directly or in-18
8686 directly to the Secretary about such veterans. 19
8787 (g) A
8888 UTHORIZATION OFAPPROPRIATIONS.—There is 20
8989 authorized to be appropriated $25,000,000 to carry out 21
9090 this section during the 3-year period beginning on the date 22
9191 of the enactment of this Act. 23
